Council Minutes of 11/18/2003 <br />,~,,. Joseph Bouman, 23950 Lessner Road. <br />^ He is concerned about pot holes. Walter, Columbia and Claque roads have a <br />multitude of pot holes which are too big for crack fill. He would like to see these <br />potholes taken care of before the roads have to be replaced. <br />^ The ordinance authorizing the sale of the library to the schools does not give the <br />price. Mr. Limpert answered it was $550,000. Mr. Bouman said he believed the <br />appraisal was bogus as it ignored cost approach and replacement cost. The tax value <br />of the property is almost a million dollars. The schools have a building right next <br />door that is virtually empty which they could use. They want us to sell cheap to them <br />so they can waste money when they have a building they own that they could use for <br />their administration. The city does not have adequate space in City Hall and could <br />use the old library for office space instead of selling it for less than $50 a square foot <br />when the replacement cost would be $120 a square foot. He does not believe selling <br />the building is in the city's best interests. <br />LEGISLATION <br />Ordinance No. 2003-134 introduced by Mayor Musial was given its third reading. An <br />ordinance authorizing a transfer of funds from the Bus Fund to the General Fund in the <br />amount of twenty-six thousand nine hundred forty-nine dollars ($26,949) for materials <br />and parts reimbursements received from the Greater Cleveland Regional Transit <br />Authority (GCRTA) as a result of the 1999, 2000, 2001 and 2002 annual audits of the <br />North Olmsted Municipal Bus Line, and declaring an emergency. Councilman McKay <br />moved for adoption, and the motion was seconded by Councilman Limpert. The motion <br />passed unanimously. Ordinance No. 2003-134 adopted. <br />Resolution No. 2003-146 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to solicit bids for laboratory <br />analytical services for the Wastewater Treatment Plant; further authorizing the Mayor, <br />upon approval of the Board of Control, to enter into a contract with the lowest and best <br />bidder; and declaring an emergency. Councilman Limpert moved for adoption, and the <br />motion was seconded by Councilman Gareau. The motion passed unanimously. <br />Resolution No. 2003-146 adopted. <br />Resolution No. 2003-147 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 2004. Councilman McKay moved for adoption, and <br />the motion was seconded by Councilman Limpert. The motion passed unanimously. <br />Resolution No. 2003-147 adopted. <br />Ordinance No. 2003-137 introduced by Mayor Musial was given its second reading. An <br />ordinance establishing the organization and composition of the non-uniform, part-time <br />personnel of the Police Department. <br /> <br />8 <br /> <br />
