Council Minutes of 11/5/2003 <br />Olmsted is a member of the General Health District of Cuyahoga County and is <br />requesting that the Cuyahoga County Health District provide services to the city. The <br />cost is $105,750. The committee recommended approval. <br />^ Ordinance 2003-134, an ordinance authorizing a transfer of funds from the Bus Fund <br />to the General Fund in the amount of $26,949. This is for materials and parts <br />reimbursement received from the Greater Cleveland Regional Transit Authority as a <br />result of the 1999, 2000, 2001, 2002 annual audits of the North Olmsted Municipal <br />Bus Line. This amount reflects the cost of vehicle parts that were owned by the city <br />and used on the RTA buses during this period of time. The committee recommended <br />approval. <br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee: <br />1) The Building, Zoning and Development Committee met on October 28. Present were <br />committee members McKay, Gareau, Nashar; Council members Dailey, Miller, Kasler, <br />Limpert; Law Director Dubelko, City Engineer Durbin, Mayor Musial and Finance <br />Director Copfer. Agenda items were as follows: <br />^ Ordinance 2003-148, an ordinance amending Chapter 1139 of the Planning and <br />Zoning Code entitled "Building Districts," in order to permit the installation of shade <br />trees within the right of way, specifically amending Section 1139.18. This ordinance <br />will allow the placement of trees within the right of way between the tree lawns and <br />the streets of the business district. This will improve the esthetics in the commercial <br />area. It was discussed that some areas would not be wide enough to accommodate <br />this, but there are some areas, especially in the west end of the city, where this could <br />be done. The trees used would have to be able to withstand the salt and of a variety <br />that do not grow too tall. After lengthy discussion, the committee recommended <br />approval. This will be reviewed by the Planning Commission and then returned to the <br />BZD Committee with their recommendations. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />committee met on October 28. Present were committee members Limpert, Dailey and <br />Kasler; Council members McKay, Nashar, Gareau and Miller; Mayor Musial, Law <br />Director Dubelko, and WWTP superintendent Bob Nichols. The committee discussed <br />Resolution 2003-146 which authorizes the annual contract for lab testing. There is one <br />change this year as this contract will be fora 15-month period rather than a 12-month <br />period. During the committee meeting, Mr. Miller asked the Finance Director if there <br />would be a problem with changing to a 15-month contract, and it was explained that the <br />15 months would put us on a more convenient 12-month cycle in the future. The <br />committee approved unanimously. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The Safety Committee met on October 28. Present were committee members Nashar, <br />Miller and Kasler; Councilmen Gareau, McKay, Limpert; Law Director Dubelko, Safety <br />Director Jesse, Fire Chief Klecan, Police Lt. Wolf and guests.
