Council Minutes of 11/5/2003 <br />of him and behind him. Mr. Driscoll agreed there was a problem and barrel management <br />needs to be worked on. <br />Law Director Dubelko: 1) Congratulations to the members of Council who have been re- <br />elected. They are soon to become long-termers on the North Olmsted election cycle, and <br />the rest of the elected officials now become the short-termers. Hopefully, everyone will <br />work together and get good things accomplished for the city in the next two yeazs. <br />2) He attended a lot of meetings over the last two weeks, most of which were related to <br />collective bargaining. He has put about 40 hours of collective bazgaining work onto his <br />schedule the last several weeks. <br />3) A lawsuit was filed and served on the city on October 27: Erin McCoy vs. the City of <br />North Olmsted. It was filed in Common Pleas Court and assigned to Judge Ann Mannen. <br />This involves an alleged incident at Great Northern Mall between some minors and some <br />members of the Folice Department. Our insurance company has been put on notice, and <br />they aze providing a defense. <br />Finance Director Copfer: 1) Thank you to all who sacrificed and ran for public office in <br />our community. It's not easy putting yourself up to public scrutiny. It's not easy having <br />a full-time job and families while trying to run a campaign. Thank you for caring about <br />the community enough to sacrifice yourself. It's almost a shame that there has to be <br />winners and losers, but alas that is life. Hopefully, they all will continue to find public <br />service as rewarding as they had hoped, and she looks forward to working with them. <br />2) She received the estimated Schedule A, which is the assessed valuation. The <br />reappraisal, which is a triennial appraisal, to be collected in 2004 went up $40,897,000, <br />which is a 5% increase in the assessed valuation, That equates to $384,000 increase in <br />collections for the city as a whole for property taxes in 2004 over 2003, and $200,000 for <br />the General Fund. <br />3) Before Council tonight on first reading is the setting of the tax rates ordinance. The <br />general fund is at 6.9 mills, which in the past has been at 7 mills. The other .1 mill went <br />into the general obligation bond retirement fund to cover debt service which is required <br />first. The sewer levy is at .5 mills. There is one more year on that, and it was at .7 mills <br />for the collection that was received in 2003. All the other funds remain the same for a <br />total of 12.5 mills that the city is assessing for taxes versus the 12.7 mills in previous <br />years. <br />4) The October income tax revenues, which when comparing to the prior year are <br />September's collections, declined from over 2% above last yeaz, to 1.2% above last yeaz. <br />It's approximately 1% over the 2003 plan. It's still holding strong. The withholding <br />section is more than offsetting the decline in the net profits azea of income tax. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, October 23. Present were all Council members, the Mayor, Law <br />Director, Finance Director, NOMBL manager and City Engineer. The following items <br />were discussed: <br />^ Resolution 2003-147, a resolution authorizing the Mayor to enter into a contract with <br />the Cuyahoga County General Health District for the year 2004.
