Council Minutes of 11!5/2003
given to the larger deteriorated azeas by putting down asphalt and rolling it. It's no way
near a permanent fix, but it's going to make it livable for the time being until it is
improved.
Councilman Limpert asked, on behalf of the Lorain Road merchants, if the barrels could
be moved closer to the edges on the weekend to permit better traffic flow.
Councilman Miller asked the Service Director to ask the contractors not to block the
sidewalks. This afternoon in the Canterbury, Brookpark, and Lorain area on the south
side of the street, there were several of the detour, lane-change signs and their tripods
laying down across the sidewalk. A disabled resident was trying to lean over out of his
electric wheelchair to move this debris off the sidewalk so he could get through. He
would also like to see the barrels at an intersection moved over so the cars that intend to
turn right can do so more easily. He is also concerned about Claque Road being delayed
for several years. He asked the Service Director how long the patch material would last.
Mr. Driscoll said it is difficult to speculate because the patching is not being put down in
ideal circumstances. He is anticipating it's going to last longer than a cold patch, and
being that the tack coat is being putting down a sufficient thickness and rolling it properly
into place, he hopes that it will last until the resurfacing project begins. He will keep
after it and keep it in a reasonable condition at a minimal cost. Councilman Miller asked
if there was any substance to the rumor that the city asked the county that the Claque
Road project be put back Service Director Driscoll said he would look into that and
provide the details to Council in a memo. Mr. Miller asked, when the county is ready to
make a presentation regarding the Claque Road project, that Council also be given a
presentation. Mr. Driscoll said, without a formal presentation from the county at this
point in time, he would just like to say that he believes their intentions are similar to the
residents. They are looking at this as a grinding and resurfacing project without any
major changes in the width or direction of the road, and some drainage problems on the
road will be corrected. Councilman Limpert noted that he would be happy to call a
meeting of the Streets & Drainage Committee to further discuss the issue of Claque
Road. Regarding the Lorain Road project, Mr, Driscoll said he will take up the issue of
keeping the sidewalks clear with the contractors. That is a very important safety issue.
With regard to the opening of additional lanes, he would prefer that lanes be opened
completely and not partially. He does agree that some work can be done to try to make
turning at intersections a little bit better, and he will see what can be done to address that
issue. As far as the paving operations of the contractor, their intentions are that, as soon
as the paving is done, cerrter lines will be striped, lane lines will be striped, but traffic will
remain for maybe a week or two while they are doing stop bars, crosswalks and school
zone painting. The plan is to progress from the east to the west. As they progress, they
will be opening the road up to two lanes in each direction with a center turn lane. There
will still be some intermediate zones after that time while they aze buttoning up some
small concrete items that have to be taken care of or tree lawn restorations. But the
intention from this point is to just make the traffic better on Lorain Road. Councilman
Gareau noted that the barrel placement on some of the intersections makes it very
difficult to figure out which side of the road on which to drive. Today he turned down
the wrong lane when turning from Barton Road onto Lorain Road as did vehicles in front
4
