Council Minutes of 11/5/2003 <br />installed and the ditch enclosure program was discontinued in 2003. The Service <br />Director felt that the city was obligated to install the pipe. The Service Department did <br />install the pipe on October 13, 2003. During the course of this activity, Mr. Driscoll <br />discovered that there was another similar situation at 3920 Evelyn Drive, and the storm <br />crew piped in that ditch on October 17. To the best of his knowledge, the city has now <br />completed their obligations on piping of the roadside ditches. <br />9) The completion of the Lorain Road paving will be done in five days, weather <br />permitting. There will then be isolated work zones to be taken Gaze of, miscellaneous <br />concrete work and the tree lawn restoration. <br />10) The library project is coming along on schedule. The brick facing is complete on the <br />east and north walls, and work is continuing on the west wall. All of the interior stud <br />walls are installed and plumbing and electrical rough-in is proceeding. The curb <br />installation is roughly 97% complete, and the paving of the driveway and parking azea, is <br />slated to begin next week. <br />11) Ten companies have picked up bid packets for trash collection, and the bid opening is <br />scheduled for next week. <br />12) With regard to Claque Road south, the Courny Engineer has surveyed the condition <br />of the road. They have slated this road for improvements in their 2005 or 2006 <br />operations resurfacing program, depending on cost and availability of funding. They <br />have identified a scope of work to be performed, and in two or three weeks they will be <br />prepared to discuss this project with the city. <br />13) On November 11 at 1 p.m. the city will hold a Veterans' Day celebration. Everyone <br />is urged to attend. <br />Councilman Gareau asked for an update on the Bradley Road sidewalk project. Mayor <br />Musial said that, as of today, most of the concrete but not all the concrete has been <br />installed. The Metropazks does have their portion of the work in their budget and it <br />should be completed by March of 2004. <br />Councilman Nashar asked if it would be possible to extend the hours of the crews <br />working on Lorain Road as many of the business owners aze complaining about the <br />traffic conditions. Service Director Driscoll said the work is right on schedule. With the <br />next five good paving days (good weather), the project will be complete. Without <br />incurring additional costs to the city, he can't force the contractor to work extended hours <br />to complete the project in a faster time. <br />Councilman McKay said a resident in his ward suggested that to keep traffic flowing <br />better on Lorain Road the work on the curbs should be done on alternate sides. Working <br />on both sides cuts off two lanes of traffic. <br />Councilman Dailey expressed concern that the county does not have Claque Road south <br />scheduled until 2005/2006. He is sure that Council and residents want something done <br />on Claque Road sooner than that because of the unsafe conditions. Esthetically, he can <br />understand waiting to get a complete job done, but is there anything that can be done to <br />get it taken care of for the short term?
