Council Minutes of 11/5/2003 <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on October 28 and in <br />attendance were all committee members, the Mayor, and the Law Director. Agenda <br />items were as follows: <br />A discussion of the sale of the old library site. The Mayor made a presentation <br />indicating two options that were currently under consideration at that time. One <br />involving possible sale of the building at $550,000 and a waive of a possible claim <br />that the schools may have in regards to gasoline sales that the city made earlier. The <br />other option was to sell at $655,000 and involve ourselves mutually in a friendly <br />lawsuit, according to the Mayor, to discuss just that claim. Conversation went back <br />and forth as it has in the past in regards to a lack of a plan from the administration as <br />to specifically what the building would be used for if it wasn't sold. The Mayor <br />indicated his preference was to possibly retain the building if we couldn't get more <br />than those figures and use the building as a meeting room and for performing arts that <br />would seat 80 to 100 people. Costs involved were presented, but there was a question <br />as to accuracy. The Mayor was advised that there were four informal commitments <br />to the $550,000 figure and was asked whether or not, if legislation was put forward, <br />he would veto such legislation. The Mayor declined to answer the question. It was <br />then a concern of those present as to whether or not the Mayor could negotiate in <br />good faith when, in fact, he was not willing to recognize a majority of Council's <br />position and was concerned that we ought to be keeping the building. The Mayor was <br />encouraged to involve the Law Department in further negotiations. The committee <br />then agreed that the issue had been discussed as far as possible. As a result of the <br />committee meeting and discussions, Ordinance 2003-157 is on first reading this <br />evening. <br />Due to the lateness of the hour, the discussion of the Rules of Council was postponed <br />until the next committee meeting. <br />AUDIENCE PARTICIPATION <br />Dennis Lambert, 25057 Carey Lane. <br />^ He is concerned that the city is throwing good money after bad on Claque Road. <br />Hopes the job of Claque Road will be done right by lowering the grade as the <br />sidewalks need to be raised as they are under water when it rains. <br />^ Congratulated the candidates. As a former member and chair of a Charter Review <br />Commission, he believes in non-partisan elections Feels it was an interesting <br />election and each candidate was well known and had a record of their own to stand <br />on. Non-partisan elections is one of the finest issues the people of North Olmsted <br />chose to go along with, and it's going to work in the future. <br />^ Concerned about privatizing air traffic controllers on a national level. North Olmsted <br />is close to the airport, and he is concerned about safety. He is concerned about who <br />will be sitting in the towers regulating the air traffic if this is privatized. It is more <br />than a labor issue-it is a government control issue versus a privatization issue and <br />which is going to be best for the community.
