Council Minutes of 10/21/2003 <br />there was a drop of almost 300 children, plus the loss of skate rental. Other programs <br />lost were Dangerous Curves which moved to a different league, the Horizon learn-to- <br />skate program, the Westshore Figure Skating Club, the Hockey North America <br />program., Lanese McClain summer rental of ice was lost to the City of Strongsville <br />which recently opened their facility. Also, there was a smaller participation in a <br />program known as Playmaker, and there was no after-prom in 2003. There was a <br />total drop in every summer program, and there was a later start by the North Olmsted <br />Hockey Club and what is known as Blues Hockey. It appears that the opening of the <br />Strongsville facility has had a very significant impact upon our facility. When less <br />people are using the facility, we have less people buying concessions and lost revenue <br />from concessions is $26,877.87. The commission will be looking at some changes at <br />the Rec Center to try to make up that loss. <br />• Mr. Bill Esher from NOSO advised the commission that the club itself is interested in <br />donating a watering device to the city as well as installing the materials and providing <br />the labor to install a water pipe to a central location at the Barton-Bradley soccer <br />fields. Most members agreed this would be a needed improvement to the park. <br />However, the city would have to pay for the water. Although the generous offer to <br />install it and provide the irrigation system is very generous and much accepted, <br />estimates of the cost of the water must be obtained. The commission will be waiting <br />for a proposal from NOSO. <br />• Mr. Brad Friedel, a native of Bay Village, a member of the United States national <br />soccer team and currently with the Blackburn Rovers Soccer Club in England, has <br />made an offer regarding the Barton-Bradley soccer fields. He is interested in <br />transporting the Rovers' field crew, the people responsible for maintaining their <br />home field, to the Barton-Bradley soccer field. They would grade, repair and finish <br />four of the fields. In return, the city would provide to them exclusive use of four of <br />the fields for Mr. Friedel to run aninvitation-only clinic. Although it is not a total <br />regrade, it is an interesting proposal. They will not bring in heavy moving equipment <br />to redo the fields, but it would clean them up a bit. This project would go hand-in- <br />hand with the watering of the fields proposed by NOSO. The commission will be <br />exploring this proposal in more detail. <br />2) The Recreation Committee of Council met on Tuesday, October 14 to discuss <br />Ordinance 2003-139, an ordinance authorizing the Mayor to enter into a contract with Joe <br />Rice & Associates relating to providing physical security at the Recreation complex and <br />declaring an emergency as amended. Joe Rice & Associates, Business and Investigative <br />Consulting Services has had a prior contract with the city to develop and implement a <br />physical security plan for the Recreation Center. The cost of this second proposal is <br />$1,935. There was an earlier plan that Mr. Rice had also undertaken and completed. <br />Recreation Commissioner DiSalvo and Safety Director Jesse both indicated that they <br />were satisfied with the services provided by Mr. Rice. Several members of Council <br />inquired as to whether we were receiving the best price for the service since it was not <br />bid. Specifically, Mr. Miller inquired whether the cost of the contract was higher because <br />Mr. Rice is coming from Pennsylvania. The contract is not specific enough to indicate <br />travel time-it is a flat $1,935, so that question could not be answered.
