Council Minutes of 10/21/2003 <br />he is a resident of the City of North Olmsted. He believes it is important that the people <br />who live in North Olmsted are part of the decision making process as it affects them <br />most. This is not to say that Mr. Hreha is not very well qualified. But it is to say that, if <br />Mr. Hreha is going to be residing in another community, he would hope that a resident of <br />the city could be appointed. Roll call continued: Dailey, yes. The motion passed <br />unanimously. <br />Councilman bailey, member of the Landmarks Commission: 1) The Landmarks <br />Commission met on Monday, October 14. One of the topics of discussion was the <br />potential relocation of the building previously occupied by Rebecca's Flowers, located at <br />the northwest corner of Lorain Road and Porter Road. The new owner has requested a <br />permit to demolish the building. Discussion centered around potential sites where the <br />building could possibly be moved. Sites discussed were city owned properties on south <br />Canterbury Road and city land at both North Olmsted Park and the Recreation Center. <br />Most disturbing to the commission that evening was the fact that the owner, Mr. Carl <br />Halleen, said he would not grant the commission more time beyond the six month stay <br />which expires in February even if they were making progress on the project to move the <br />building. Mr. Halleen appeared to have some hurt feelings over transactions he has had <br />with the city over the years and is currently in no bargaining mood. However, the <br />commission is continuing to explore all options to save this historic property and work <br />with Mr. Halleen in hopes that he will change his position on this property. <br />Councilman Gareau, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The North Olmsted Recreation Commission met on Monday, October 6, <br />at the North Olmsted Recreation Center administrative offices. There were several items <br />on the agenda: <br />• Recreation Commissioner Ted DiSalvo reported that there were problems with <br />respect to revenue in a couple of the programs being offered by the facility: the <br />aerobics program and the children's nursery. The aerobics program is taught by an <br />outside instructor and it's just simply losing money. Terminating this program was <br />previously discussed, and there was a great outcry that the program should not be <br />terminated. Several participants put their names on a petition that indicated they did <br />not wish to see it terminated. The program was continued for another session, but a <br />good number of the members who petitioned did not sign up for the class. Mr. <br />DiSalvo will be examining whether or not to continue the aerobics program based <br />upon the fact that it is continuing to lose money. In the children's nursery, there <br />simply are many days when no children are in the nursery, and we have a staff <br />member who is dedicated to that purpose. There is a charge for using the service, and <br />we are paying a staff member to work with the children. The commission, based upon <br />its history and a breakdown of day-by-day usage, made a recommendation that the <br />program be discontinued at this time for further consideration in the future. <br />• A report on the income at the Recreation Center, which is off considerably. Year-to- <br />date compared to 2002, it is behind $78,480.70. Revenue is down in every single <br />month of the year when compared to last year.
