Council Minutes of 10/21/2003 <br />Stearns going to I-480. How long will it take and how many accidents before North <br />Olmsted takes the responsibility seriously? <br />7. Put "No Jake Brake" signs up on I-480 to eliminate noise from trucks. <br />8. Put Council meetings on cable as other communities have this. <br />9. A golfer told him that the maintenance at Springvale was terrible. You have to have a <br />quality product because of competition. <br />President O'Grady said he also would like to have the meetings on the cable channel. <br />Councilman Gareau told Mr. Stotz that Ordinance 2003-148 was going to be introduced <br />and sponsored by Mrs. Kasler. This legislation goes right to the issue he spoke about of <br />planting trees within the right-of--way. Mrs. Kasler is going to work with the Chamber of <br />Commerce on this issue. <br />LEGISLATION <br />Ordinance No. 2003-129 introduced by Councilman Miller was given its third reading. <br />An ordinance authorizing and directing Don Copeland, Director of the Department of <br />Human Resources, to make application on behalf of the City of North Olmsted for <br />Community Development Block Grant (CDBG) funds for the fiscal year 2004 for three <br />projects: 1. Property/Facility Improvements for the Special Children First Center: 2. <br />PropertylFacility Improvements to the Front Entrance at North Olmsted City Hall and at <br />the Senior Citizens Multi-service Center to Comply with Americans with Disabilities Act <br />(ADA); 3. Funding for Comprehensive Planning Consultation Services to Assist with <br />2004 Revision of the North Olmsted Master Plan, and declaring an emergency as <br />amended. Councilman Miller moved for adoption. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 2003-129 adopted. <br />Resolution No. 2003-130 introduced by Councilman Miller was given its third reading. <br />A resolution confirming and reciting the legislative history of the North Olmsted City <br />Council's adoption of the city Master Plan, as published in 1992 and approved in 1993, <br />and as further reviewed in 1996 and 2000, and declaring an emergency. Councilman <br />Miller moved for adoption. The motion was seconded by Councilman Gareau and passed <br />unanimously. Ordinance No. 2003-130 adopted. <br />Ordinance No. 2003-131 introduced by Councilman Miller was given its third reading. <br />An ordinance authorizing and directing Don Copeland, Director of the Department of <br />Human Resources, to make application on behalf of the City of North Olmsted for <br />Community Development Block Grant (CDBG) funds for the fiscal year 2004 for <br />development of an exterior property maintenance program, and declaring an emergency <br />as amended. Councilman Miller moved for adoption, and the motion was seconded by <br />Councilman Gareau. Roll call: Miller, yes with comment that he would like to thank Mr. <br />Copeland and all the residents who served on the committee in putting together the <br />CDBG plan for this year. Roll cal continued; Gareau, yes; Limpert, yes; Nashar, yes; <br />Kasler, yes; Dailey, yes; McKay, yes. The motion passed unanimously.
