Council Minutes of 10/21/2003 <br />Ordinance No. 2003-132 introduced by Councilman Gareau was given its third reading. <br />An ordinance amending Chapter 1331 of the Building Code entitled "Dangerous or <br />Unsafe Buildings," specifically amending Section 1331.13 "Authority of Building <br />Commissioner to Examine Premises" as amended. Councilman Gareau moved for <br />adoption. The motion was seconded by Councilman Limpert and passed unanimously. <br />Ordinance No. 2003-132 adopted. <br />Ordinance No. 2002-171 introduced by Mayor Musial was given its second reading as <br />thrice amended. An ordinance amending Section 555.03 of the General Offenses Code in <br />order to harmonize the treatment of and time for unloading trucks in commercial zones, <br />as thrice amended. Councilwoman Kasler moved for suspension of the rule requiring <br />three readings and noted that it had been heard in committee. The motion was seconded <br />by Councilman Nashar and passed unanimously. Councilwoman moved for adoption, <br />and the motion was seconded by Councilman Nashar. The motion passed unanimously. <br />Ordinance No. 2002-171 adopted. <br />Ordinance No. 2003-11 introduced by Councilwoman Kasler was given its second <br />reading as thrice amended. An ordinance amending Section 1701.18 and enacting new <br />Section 1701.27 of the Fire Prevention Code in order to define fire alarms systems and to <br />assess monetary charges for false fire alarms and declaring an emergency, as thrice <br />amended. Councilwoman Kasler moved for suspension of the rule requiring three <br />readings and noted it had been heard in committee. The motion was seconded by <br />Councilman Nashar. Roll call: Kasler, yes; Nashar, yes; Limpert, yes with comment that <br />this was a problem for the Fire Department. He thanked Mrs. Kasler for authoring the <br />legislation. Roll call continued: McKay, yes; Dailey, yes; Gareau, yes; Miller, yes. The <br />motion passed unanimously. Councilwoman Kasler moved for adoption. The motion <br />was seconded by Councilman Nashar and passed unanimously. Ordinance No. 2003-11 <br />adopted. <br />Ordinance No. 2003-135 introduced by Mayor Musial was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2003 as <br />amended. Councilman McKay moved for suspension of the rule requiring three readings. <br />The motion was seconded by Councilman Limpert and passed unanimously. Councilman <br />McKay moved for adoption, and the motion was seconded by Councilman Limpert. Roll <br />call: McKay, yes; Limpert, yes; Nashar, yes; Gareau, yes; Dailey, yes; Kasler, yes, <br />noting that she had made comments on this issue earlier in the meeting. She is voting yes <br />only to live up to the legal obligation Council has to balance funds. But she has an <br />extreme concern with regard to the transfer to Springvale. Roll call continued: Miller, <br />yes. The motion passed unanimously. Ordinance No. 2003-135 adopted. <br />Ordinance No. 2003-139 introduced by Mayor Musial was given its second reading. An <br />ordinance authorizing the Mayor to enter into a contract with Joe Rice & Associates <br />relating to providing physical security at the Recreation complex, and declaring an <br />emergency as amended <br />18 <br />
