Counci[ Minutes of 10/7/2003 <br />2) The committee met again on October 7. All Council members were present for the <br />interview of Mr. Don Frazier who was recommended by the Mayor to fill the vacancy <br />caused by the resignation of Mr. Mike Raig on the Cultural Activities Commission. The <br />term ends on December 31, 2003. City Council is very familiar with Mr. Frazier, a long- <br />time citizen and very active member of our community. He was unanimously <br />recommended. Councilman Miller moved that Council approve the appointment of <br />Donald Frazier to the Cultural Activities Commission. The motion was seconded by <br />Councilwoman Kasler and passed unanimously. <br />LETTERS AND COMMUNICATIONS <br />A letter was provided to Councilwoman Kasler from residents who live on Berkshire <br />Drive and who are concerned about vandalism caused by juveniles in the area of the bike <br />path. (Copies will be provided to Council, and the letter is attached to the minutes.) Mrs. <br />Kasler summarized the letter: For several months, there has been a series of incidents <br />between and behind some homes at the end of Berkshire Drive. The problems involve <br />vandalism and some young people on the city's bike path. There has been evidence of <br />drinking in the path and of stolen bicycles being left in the path. But it has escalated <br />more recently to not just property damage by these young people, but they have also <br />made threats of physical harm to some of the residents who are trying to keep their <br />properties clear, safe and quiet. Reports have been made to the city on several occasions, <br />and in several ways there has been attention given by the Safety Department, the Police <br />Department, the Safety Director and the Service Director. The tenor of the letter reflects <br />some frustration on the part of the residents that the situation has not yet been resolved. <br />She is happy to report that one of the points of resolution, the installation of a light <br />behind the homes, will take place. It generally takes about eight weeks for a light to be <br />delivered and installed. However, Mr. John Nauer, CEI representative, is working to cut <br />the time down to three weeks. Hopefully, the light will free the residents from having to <br />survey their property every evening because things begin to happen about 1 or 2 a.m. <br />Also, the residents asked for some sort of shrubbery or attention to the city property that <br />opens into their driveways in order to prevent pass-through into their property. They have <br />asked that, at some point in time, whether it be the Police Department or representatives <br />of City Hall, neighbors be surveyed to determine if the young people can be identified. <br />As to the bamer to keep the path from having young people pass through and also to <br />address identifying these young people, she will stay in touch with Safety Director Jesse. <br />He has been communicating with her and Council members Limpert, Miller and Gareau <br />about these issues. Mr. Limpert noted that Mrs. Kasler did a good job of explaining <br />everything that has taken place and that a number of Council members have been <br />involved in this matter. He would like to thank the administration for the response <br />they're giving. <br />AUDIENCE PARTICIPATION <br />Daniel Gallagher, 6853 Chadbourne Drive. A few weeks ago, he sent the city a certified <br />letter. He came to the last Council meeting and requested an investigation. He has not <br />received a response. Two things will happen: he had said he would file a complaint to <br />11 <br />
