He just wants the <br />opportunity to have an investigation. Safety Director Jesse came forward and said he did <br />talk with Chief Ruple and Capt. Whelan about the matter and about the question of an <br />investigation. Their feeling was that these items were handled in prior years and in prior <br />legal decisions by the Rocky River Court. Those records have been sealed and expunged, <br />so no further investigation is proper at this point by the city. (Council was copied with <br />this response.) Mr. Gallagher said, if something was being generated or said, his input <br />should have had something to do with that since there was a more recent issue than a few <br />years ago when he made the same type of complaints but on different issues. Unless <br />something is done, he will picket next week. <br />LEGISLATION <br />Resolution No. 2003-121 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Mayor to enter into an agreement with A.S.I. to provide <br />interior signage for the new library, and declaring an emergency. Councilman McKay <br />moved for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Resolution No. 2003-121 adopted. <br />Ordinance No. 2002-171 introduced by Mayor Musial was given its second reading as <br />twice amended. An ordinance amending Section 555.03 of the General Offenses Code in <br />order to harmonize the treatment of and time for unloading trucks in commercial zones, <br />as twice amended. <br />Ordinance No. 2003-11 introduced by Councilwoman Kasler was given its second <br />reading as twice amended. An ordinance amending Section 1701.18 and enacting new <br />Section 1701.27 of the Fire Prevention Code in order to define fire alarms systems and to <br />assess monetary charges for false fire alarms and declaring an emergency, as twice <br />amended. <br />Ordinance No. 2003-129 introduced by Councilman Miller was given its second reading <br />as amended. An ordinance authorizing and directing Don Copeland, Director of the <br />Department of Human Resources, to make application on behalf of the City of North <br />Olmsted for Community Development Block Grant (CDBG) funds for the fiscal year <br />2004 for three projects: 1. Property/Facility Improvements for the Special Children First <br />Center: 2. Property/Facility Improvements to the Front Entrance at North Olmsted City <br />Hall and at the Senior Citizens Multi-service Center to Comply with Americans with <br />Disabilities Act (ADA); 3. Funding for Comprehensive Planning Consultation Services <br />to Assist with 2004 Revision of the North Olmsted Master Plan, and declaring an <br />emergency as amended. <br />Resolution No. 2003-130 introduced by Councilman Miller was given its second reading. <br />A resolution confirming and reciting the legislative history of the North Olmsted City <br />Council's adoption of the city Master Plan, as published in 1992 and approved in 1993, <br />and as further reviewed in 1996 and 2000, and declaring an emergency. <br />12 <br />.,~,,~, <br />
