Council Minutes of 10/7/2003 Ordinance No. 2003-131 introduced by Councilman Miller was given its second reading as amended. An ordinance authorizing and directing Don Copeland, Director of the Department of Human Resources, to make application on behalf of the City of North Olmsted for Community Development Block Grant (CDBG) funds for the fiscal year 2004 for development of an exterior property maintenance program, and declaring an emergency as amended. Ordinance No. 2003-132 introduced by Councilman Gazeau was given its second reading as amended. An ordinance amending Chapter 1331 of the Building Code entitled "Dangerous or Unsafe Buildings," specifically amending Section 1331.13 "Authority of Building Commissioner to Examine Premises" as amended. Ordinance No. 2003-133 introduced by Mayor Musial was given its second reading as amended. An ordinance authorizing the Mayor, upon the review and approval of the Boazd of Control, to enter into a sole source and direct purchase agreement with Walker Process Equipment for the acquisition of a primary settling tank/collector drive assembly system for the Wastewater Treatment Plant, without public bidding, and declazing an emergency as amended. Councilman Limpert moved for suspension of the rule requiring three readings and noted the legislation was reviewed by committee. The motion was seconded by Councilman Miller and passed unanimously. Ordinance No. 2003-135 was introduced and placed on first reading by Mayor Musial. An ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 2003. Ordinance No. 2003-136 was introduced and placed on first reading by Councilman Limpert on behalf of the entire Council. An ordinance to revise the Codified Ordinances by adopting the current replacement pages; and declazing an emergency. Councilman Limpert moved for suspension of the rules requiring three readings and committee review. The motion was seconded by Councilman Nashaz and passed unanimously. Dennis Lambert, 25057 Carey Lane, asked for the cost of the recodification. The Clerk replied that it was close, but not more than, the appropriated amount of $6,000. Councilman Limpert moved for adoption. The motion was seconded by Councilman Nashar and passed unanimously. Ordinance No. 2003-136 adopted. Ordinance No. 2003-137 was introduced and placed on first reading by Mayor Musial. An ordinance establishing the organization and composition of the non-uniform, part- time personnel of the Police Department. Ordinance No. 2003-138 was introduced and placed on first reading by Mayor Musial.
