Council Minutes of 10/7/2003 Ordinance No. 2003-139 was introduced and placed on first reading by Mayor Musial. An ordinance authorizing the Mayor to enter into a contract with Joe Rice & Associates relating to providing physical security at the Recreation complex, and declaring an emergency. Resolution No. 2003-140 was introduced and placed on first reading by Councilman McKay. A resolution directing the Auditor of Cuyahoga County to pay to the City of North Olmsted, Ohio, during the year 2004, all money due and owing said city from any collection source. Ordinance No. 2003-141 was introduced and placed on first reading by Mayor Musial. An ordinance establishing the compensation, benefits and working conditions for salaried employees employed by the North Olmsted Municipal Bus Line, who are not members of the A.F.S.C.M.E., Local 3517, Collective Bargaining Unit, which said compensation is reimbursed by the Greater Cleveland Regional Transit Authority in the operating agreement. Resolution No. 2003-142 was introduced and placed on first reading by Mayor Musial on behalf of himself and Councilman Gareau. A resolution authorizing the Director of Law to apply to Cleveland State University for a federal work-study award for payment of a portion of the compensation of the city's law clerk for the period 2003-2004, authorizing the Mayor to execute a contract with Cleveland State University regarding the same, and declaring an emergency. Councilman Gareau moved for suspension of the rules requiring three readings and committee review and noted the legislation had been discussed in caucus. Resolution No. 2003-142 adopted. Resolution No. 2003-143 was introduced and placed on first reading by Mayor Musial. A resolution authorizing the Director of Personnel and Administrative Services to solicit proposals for the personal services of a third party administrator (TPA) to process health insurance claims and including the purchase of excess insurance coverage for the city health care & hospitalization plans for 2004, and further authorizing the Mayor, subject to approval by the Board of Control, to enter into a contract for said TPA and umbrella insurance policy with the lowest and best bidder, and declaring an emergency. Councilman McKay moved for suspension of the rules requiring three readings and committee review. The motion was seconded by Councilman Limpert and passed unanimously. Ordinance No. 2003-144 was introduced and placed on first reading by Councilman Gareau.
