Council Minutes of 10/7/2003 <br />Ordinance No. 2003-139 was introduced and placed on first reading by Mayor Musial. <br />An ordinance authorizing the Mayor to enter into a contract with Joe Rice & Associates <br />relating to providing physical security at the Recreation complex, and declaring an <br />emergency. <br />Resolution No. 2003-140 was introduced and placed on first reading by Councilman <br />McKay. A resolution directing the Auditor of Cuyahoga County to pay to the City of <br />North Olmsted, Ohio, during the year 2004, all money due and owing said city from any <br />collection source. <br />Ordinance No. 2003-141 was introduced and placed on first reading by Mayor Musial. <br />An ordinance establishing the compensation, benefits and working conditions for salaried <br />employees employed by the North Olmsted Municipal Bus Line, who are not members of <br />the A.F.S.C.M.E., Local 3517, Collective Bargaining Unit, which said compensation is <br />reimbursed by the Greater Cleveland Regional Transit Authority in the operating <br />agreement. <br />Resolution No. 2003-142 was introduced and placed on first reading by Mayor Musial on <br />behalf of himself and Councilman Gareau. A resolution authorizing the Director of Law <br />to apply to Cleveland State University for a federal work-study award for payment of a <br />portion of the compensation of the city's law clerk for the period 2003-2004, authorizing <br />the Mayor to execute a contract with Cleveland State University regarding the same, and <br />declaring an emergency. Councilman Gareau moved for suspension of the rules requiring <br />three readings and committee review and noted the legislation had been discussed in <br />caucus. The motion was seconded by Councilman Dailey and passed unanimously. <br />Councilman Gareau moved for adoption. The motion was seconded by Councilman <br />Dailey and passed unanimously. Resolution No. 2003-142 adopted. <br />Resolution No. 2003-143 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Director of Personnel and Administrative Services to solicit <br />proposals for the personal services of a third party administrator (TPA) to process health <br />insurance claims and including the purchase of excess insurance coverage for the city <br />health care & hospitalization plans for 2004, and further authorizing the Mayor, subject <br />to approval by the Board of Control, to enter into a contract for said TPA and umbrella <br />insurance policy with the lowest and best bidder, and declaring an emergency. <br />Councilman McKay moved for suspension of the rules requiring three readings and <br />committee review. Resolution No. 2003-143 adopted. <br />Ordinance No. 2003-144 was introduced and placed on first reading by Councilman <br />Gareau.
