Counci[ Minutes of 10/7/2003 <br />;~ Ordinance No. 2043-145 was introduced and placed on first reading by Mayor Musial. <br />An ordinance amending sections One and Two of Ordinance No. 2002-149 in order to <br />eliminate the requirement of competitive bidding for the purchase of certain furniture and <br />furnishings for the new library, and declaring an emergency. Councilman McKay moved <br />for suspension of the rules requiring three readings and committee review and noted the <br />legislation had been reviewed by City Council and the Law Director this evening. The <br />motion was seconded by Councilman Nashar. Roll call: McKay, yes; Nashar, yes; <br />Miller, yes, commenting he had at first been concerned about the phrase, "eliminate the <br />requirement of competitive bidding." However, based on the explanation provided <br />during this evening's caucus, he will vote yes on this issue. Roll call continued: <br />Limpert, yes; Kasler, yes; Gareau, yes; Dailey, yes. The motion passed unanimously. <br />Councilman McKay moved for adoption. The motion was seconded by Councilman <br />Nashar and passed unanimously. Ordinance No. 2003-145 adopted. <br />MISCELLANEOUS BUSINESS <br />Councilman Nashar scheduled a BZD Committee meeting for 7 p.m. on Tuesday, <br />October 14, to discuss Ordinance 2003-144 and a Planning Commission item. The <br />Building Commissioner, City Engineer and Law Director are asked to attend. <br />Councilman Gareau scheduled a Recreation Committee meeting immediately following <br />the BZD Committee on October 14 to discuss Resolution 2003-139. The Safety Director <br />is asked to attend. <br />Councilman McKay scheduled a Finance Committee meeting immediately following the <br />Recreation Committee on October 14. The following items will be on the agenda: a <br />discussion of Ordinances 2003-135, 2003-137, 2003-138, 2003-141 and Resolution <br />2003-140; a presentation on Springvale by Finance Director Copfer, Safety Director Jesse <br />and Springvale Manager Marty Young. <br />Councilwoman Kasler scheduled a Public Safety, Health & Welfare Committee meeting <br />for 6:30 p.m. on Monday, October 20, to discuss Ordinances 2002-171, 2003-11 and a <br />liquor permit. The Safety Director is asked to attend. <br />Councilman Miller scheduled an Intra-Governmental Relations and Legislation; Long- <br />Range Planning Committee meeting immediately following the Public Safety Committee <br />on October 20. The following items will be on the agenda: a discussion of the status of <br />the sale of the old library site; interviews for boards/commissions applicants. The Mayor <br />and Law Director are asked to attend. <br />Councilman Miller asked the Mayor on the status of the bench to be provided at the end <br />of the Senior Center driveway. Mayor Musial said he is hoping to have a voluntary <br />contribution rather than taking it out of government funds. <br />President O'Grady noted that everyone should have received the draft of the 2004 <br />calendar. He would like the calendar, with the concurrence of the members of Council, <br />15 <br />
