Council Minutes of 10/7/2003 <br />taken to lower pressure out of Crown to get that tower to float. Discussions are in <br />progress with site owners in Olmsted Township to replace the tower. It will be a <br />taller tower so that it will float on the system, and it will be more at the end of the <br />system as opposed to where the existing tower is basically in the middle of the first <br />high district. A consequence of the Dover tower not floating is pressure problems <br />which have been experienced in this area, for example, with the Moen Company. <br />The new tower should not be susceptible to pressure spikes in the system if a pump <br />were to trip at the Crown plant. A lot of benefits will come to the system overall <br />when the new tower is installed. <br />^ With regard to a resident's complaints of water pressure, he will provide water <br />pressure recording equipment on the street at the fire hydrant nearest to the home to <br />get specific information. A pressure range of 5 to 7 PSI is not uncommon whatsoever <br />throughout the water system. It varies, depending on where you are. The closer you <br />are to a pump station, for example, you can see as much as 20/30 PSI variance. When <br />you're near a water tower that is floating on the system, every 2 1/2 feet in the <br />variance of the tower elevation is equivalent to 1 PSI. When the new water tower <br />comes on line, it is expected that the lower dips in pressure should be a thing of the <br />past. <br />REPORTS <br />Mayor Musial: 1) With regards to the library project, the roof is now complete and the <br />brick wall is being constructed on the east side of the building. Work is progressing on <br />the stud walls, electrical, plumbing and the HVAC systems. The site work should begin <br />this week. In terms of schedule, it is roughly a week to two weeks behind. <br />2) Regarding slab repair, Wisteria and Andorra should be completely poured this week <br />and Camellia is done. Once the slab repair is finished, they'll follow up with the tree <br />lawns and grass seeding. <br />3) The Bradley Road sidewalks should be installed towards the end of the month <br />4) The street crack sealing project is beginning with approximately 15 streets to be <br />completed. <br />5) There were very high precipitation rates during the month of September, reaching <br />almost 9 inches of rainfall with two days having extensive rainfalls of better than 2 1/2 <br />inches during a 24 hour period. We experienced no extensive flooding, so the work that <br />is being done on the removal of debris from ditches and cleaning of catch basins is <br />paying off very well. <br />6) The auxiliary police are working very well with the security activities at the Recreation <br />complex. <br />7) The Civil Service Commission conducted the Lieutenant rank testing last evening with <br />15 candidates completing the written portion. The oral examination will take place on <br />November 13. <br />8) Negotiations with the fire fighters regarding the collective bargaining agreement will <br />begin tomorrow. <br />9) Bleachers for the pool area at the Recreation complex will be installed in early <br />December. Security plans are on-going. The renovation of the basketball courts is still <br />scheduled for completion this fall. <br />4 <br /> <br />
