Council Minutes of 10/7/2003 <br />~: 10) The Safety Department is receiving, reviewing and logging all property maintenance <br />' complaints. <br />11) A Building Inspector has been hired, Mr. Kenneth Midgley. He will begin work on <br />Monday, October 13. Mr. Midgley will have 50% of his activity devoted to the exterior <br />property maintenance inspections. <br />In answer to a question by Councilman Nashar, Mayor Musial said the Metropazks will <br />do their portion of the Bradley Road project as soon as practicable, weather permitting, <br />the first part of next year. With regard to a question from Councilman Gazeau, Mayor <br />Musial stated that the Metropazks recently purchased a long rectangular piece of land <br />fronting on Lorain Road which goes all the way back to the park. They plan to install a <br />path from Lorain Road to the pazk. <br />Councilman Gazeau asked, as part of the crack sealing project, that the city give <br />consideration to our own pazking lots and driveways at City Hall and the Recreation <br />Center which do need maintenance. Mayor Musial said he would look into the cost. <br />Finance Director Copfer said she would caution that the funding source for the crack <br />sealing project is a street maintenance fund. So, those funds could not be used. Funds <br />from the General Fund and the Recreation Fund would have to be used. <br />Law Director Dubelko: 1) He has spoken with the Data Processing Commissioner <br />regarding increasing the frequency of announcing special meetings of Council on the <br />government access cable channel. He found that the Mayor had akeady spoken with her <br />and had implemented an increase in the frequency of the announcement. It rotates every <br />three minutes. Hopefully, the new system that was introduced by Council member Miller <br />to do both the websites and the government channel is going to result in more word <br />getting out of special Council meetings and meetings of other boards and commissions of <br />the city. <br />2) On September 23, he attended a Board of Control meeting where several change <br />orders related to the new library project were discussed. <br />3) On September 30, he provided legal advice to the Mayor on the subject of whether, <br />from a compatibility of office perspective, one individual could serve on more than one <br />city board or commission. <br />4) On October 2, he met with Council member Kasler and resident Jim Kennedy to <br />discuss the Law Department's role in real property maintenance enforcement. There was <br />some discussion about possible legislation to be introduced involving the Law <br />Department becoming involved earlier in the enforcement process. <br />5) On October 3, he met with city representatives and representatives of Cold Harbor, a <br />contractor on the new library project, regazding a claim of Cold Harbor that delays in <br />original time schedule for the library construction have caused damages to the contractor. <br />Those are on-going discussions. <br />6) October 3 through October 6, he spent a considerable number of hours reviewing the <br />fire fighter collective bargaining agreement, conducting research and assembling <br />management proposals in anticipation of collective bazgaining with IAFF Local 1267. <br />The management team last met on October 6. The first bazgaining session with the union <br />is scheduled for tomorrow afternoon. <br />5 <br /> <br />
