But it is <br />~. offset by a decline in the net profits returns for the year thus far. <br />6) The annual information filing was electronically filed with the NRMSIRs, which is a <br />requirement of our bond indentures. In an effort to reduce costs, the Finance Dept. is <br />making copies for Council and the administration rather than the normal bound copies <br />provided by Squire, Sanders & Dempsey. <br />7) She met with the Recreation Commissioner and the bookkeeper in an effort to <br />streamline the process of data entry into relevant information for use by management and <br />the Recreation Commission. The revenue and expenditure reports are being reported at <br />different points in time and not at a month's end. So, a complete picture of operations at <br />any one point in time cannot be provided because the cutoffs were totally different times. <br />She has recommended that the Recreation Department report whatever month the <br />Finance Department has closed. She believes in "good cutoff' and feels it will provide <br />goad information to the Recreation Commission. <br />8) The mayors of the Westshore Council of Governments requested that the finance <br />directors meet to review the funding formula of the WEB and F[AZMAT units. The <br />meeting was held on September 25, and the finance directors concurred that the formula <br />is relevant as these services that we jointly share protect property and persons. Therefore, <br />having a combination of assessed valuation of property and population plus a small fixed <br />portion that is shared equally among the communities is fair, just and equitable. <br />Councilman Miller noted that, in response to his request, Finance Director Copfer had <br />recently reported the anticipated carry-over for next year at $300,000. He wondered if <br />there had been any significant change. Finance Director Copfer said September has not <br />yet been closed, so she hasn't looked at those results. Mr. Miller asked that she continue <br />to keep Council up-to-date on this issue. Mrs. Copfer said that, as the months are closed, <br />she will make that report. <br />President of Council O'Grady: 1) The Committee-of--the-Whole met this evening, <br />October 7, 2003, at 7 p.m. Present were the President and all members of Council; the <br />Mayor; the directors of Law, Safety, Service and Human Resowces; the City Engineer. <br />During this meeting, the committee met with and considered the appointment of Ms. <br />Kimberly Wenger as the city Director of Planning. The committee unanimously <br />recommended approval of Kimberly Wenger as the Director of Planning. Councilman <br />Gareau moved that Council approve the appointment of Kimberly Wenger to the position <br />of Director of Planning. The motion was seconded by Councilman Limpert. Roll call: <br />Gareau, yes, commenting that he is incredibly proud of the City of North Olmsted and the <br />process that has now begun with a Department of Planning and a Director of Planning. <br />This is something he personally advocated since becoming a Council member in 1998. <br />This is good for North Olmsted, and it is a historical moment for North Olmsted. Years <br />from now, we will say it was a turning point for the city. He is extremely proud and very <br />happy to vote yes. Roll call continued: Limpert, yes; Dailey, yes; Kasler, yes; McKay, <br />yes; Miller, yes; Nashar, yes. The motion passed unanimously. President O'Grady asked <br />Ms. Wenger to stand and be recognized. Her qualifications and credentials are very <br />impressive, and City Council looks forward to working with her.
