Council Minutes of 10/7/2003 <br />Councilman McKay reported that on September 30 he had attended a meeting at the <br />airport. At this meeting, it was explained that airport profits are used to reduce fares for <br />airlines and for needed repairs or other objectives for the airport facilities. No operating <br />money goes to Cleveland, and no tax money is received from Cleveland. However, he <br />believes Cleveland does the employment of people and retains control. The airport has a <br />website which has the ability to track the flight paths of airplanes. It can display the <br />flight ID, take-off time, altitude, origin of flight, and the destinations of flight. With this <br />tool, a jet airplane can be monitored to see if they aze staying within their flight paths as <br />set up by the Fly Quiet Program. After December, there will be a cost of approximately <br />$37,000 per year for this service. The manager has asked each city to contribute $5,000 <br />to pay for the cost of the website. One suggestion was to charge a per capita for each <br />city. If a city decides to join, they can have their own link to their city website. <br />However, the pilot does not have to fly within this corridor. Anyone can check the <br />system by logging onto the Cleveland Hopkins.com airport monitoring site. There also is <br />a hotline number that can be called 24 hours per day to report noise. That number is 216- <br />898-5220. No decisions on the funding of the website were made, and the suggestion <br />was made that the airlines contribute to the funding. The current expansion programs at <br />the airport will be completed by the end of the year. There are some new ideas that will <br />soon be presented to the public. <br />Councilman Nashaz, chairperson of the Building, Zoning and Development Committee: <br />1) The Building, Zoning and Development Committee met on September 23. Present <br />were committee members Gazeau, McKay and Nashar; Council members; Building <br />Commissioner, Service Director, Assistant Law Director, Human Resources Director, <br />City Engineer; Mr. Robert Matson from the Board of Education. Agenda items were as <br />follows: <br />^ Ordinance 2003-128, an ordinance amending Section 1353.11 and 1353.12 of <br />Chapter 1353 of the Building Code entitled "Grading and Surface Water Drainage" in <br />order to better regulate the grade changes on private property which adversely affect <br />adjoining property owners and declazing an emergency. This ordinance will be held <br />in committee for review by the Law Dept. and by the Building Dept. This ordinance <br />covers a wide range of areas, but the main concern is the affect of the overflow of <br />water into adjoining property. <br />^ Ordinance 2003-123, an ordinance providing for the amendment of the Zoning Map <br />of the City of North Olmsted in order to supplement the zoning of Permanent Pazcel <br />Nos. 235-16-008 and 235-16-009 so as to include them within the Wireless <br />Telecommunications Facility Overlay District of the City of North Olmsted. This <br />would allow a tower to be located in the North Olmsted football field, which would <br />be abutting the residential property within 300 feet. A public heazing will be needed, <br />and this will take some time for notification to be completed. The public hearing may <br />be held in mid-November. The committee recommended approval. <br />^ Ordinance 2003-132, an ordinance amending Section 1331 of the Building Code <br />entitled "Dangerous and Unsafe Buildings," specifically amending Section 1331.13, <br />"Authority of the Building Commissioner to Examine Premises," as amended.
