Council Minutes of 10/7/2003 <br />or dwelling within the city to determine if such buildings are dangerous or unsafe. <br />The discussion on this ordinance was quite lengthy, and the committee recommended <br />approval. <br />Councilman Limpert, chairperson of the Environmental Control Committee: 1) The <br />Environmental Committee met on September 23 to discuss Ordinance 2003-133. This <br />legislation provides for asole-source and direct purchase agreement with Walker Process <br />Equipment. Present were committee members Limpert, Dailey and Kasler; Council <br />members Miller, McKay, Gareau, Nashar; Service Director Driscoll, Assistant Waste <br />Water Treatment Plant Manager Boehnlein, the plant's head mechanic Tim Wagner, and <br />Assistant Law Director O'Malley. This ordinance authorizes the purchase a drive for one <br />of the four primary settling tanks. These drives were expected to have a life of 15 to 20 <br />years, but so far they are about 30 years old. New arms for the drive and surrounding <br />equipment have already been built. The plan is to buy this drive and replace the entire <br />works in one of the tanks. The old drive will be rebuilt and, along with new arms, will <br />be used for tank two. The same procedure will be used for the remaining two tanks. The <br />work is to be done in-house, which will save a considerable sum of money. This is <br />somewhat similar to what was done several years ago on the microscreens. There is a <br />four to six week lead time for this drive, and the request for suspension of the rule was <br />made so that the drive can be received and replaced before cold weather sets in. The <br />committee approved passage and suspension of the rules. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) The Safety Committee met on September 23. Present were all members of Council, <br />Assistant Law Director O'Malley, Human Resources Director Copeland and Building <br />Commissioner Conway. The only business before the committee was a transfer of a <br />liquor license from the Chuckie Cheese facility at Great Northern shopping center to the <br />Soccer Sports Plex located on the west end of the city. The transfer was something that <br />was briefly discussed because of the fact that it is a sports facility. However, it was <br />understood by members of the committee that the owners of that facility were looking to <br />entertain mini trade shows and other everrts at the complex, and that they had specific <br />purpose for wanting this license. The Police Dept. has no objection, and the facility has <br />always been an asset to the City of North Olmsted. There is a certain amount of trust in <br />their judgment as to how they would exercise this new endeavor. The committee, after <br />that discussion, made a unanimous recommendation to refrain from any objection to the <br />liquor license transfer from Chuckie Cheese to the Soccer Sports Plex. Councilwoman <br />Kasler moved that Council have no objection to the liquor license transfer from Chuckie <br />Cheese to the Soccer Sports Plex. The motion was seconded by Councilman Miller. Roll <br />call: Kasler, yes; Miller, yes; Nashar, yes; McKay, yes; Limpert, yes; Dailey, yes; <br />Gareau, abstain as his firm has a business relationship with the owner of the Soccer <br />Sports Plex. He noted that he did not partake in the discussion or deliberation of the <br />issue while in committee. The motion passed with six yeas and one abstention. <br />Councilman Miller, chairperson of the Infra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee met on September 23.
