Council Minutes of 9/16/2003 <br />about possible funding options. There may be a proposal within the next 12 to 18 <br />months. <br />LEGISLATION <br />Resolution No. 2003-117 introduced by Mayor Musial was given its third reading. A <br />resolution adopting the alternative tax budget of the City of North Olmsted for the fiscal <br />year beginning January 1, 2004, and submitting the same to the County Auditor, and <br />declaring an emergency. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Limpert and passed unanimously. Resolution No. 2003-117 <br />adopted. <br />Resolution No. 2003-122 introduced by Mayor Musial was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for the purchase <br />of audio-visual equipment for the new North Olmsted Branch Library of the Cuyahoga <br />County Public Library, authorizing the Mayor to enter into a contract for said purchase <br />with the lowest and best bidder, subject to approval by the Board of Control, and <br />declaring an emergency. Councilman McKay moved for adoption. The motion was <br />seconded by Councilman Limpert and passed unanimously. Resolution No. 2003-122 <br />adopted. <br />Resolution No. 2003-121 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to enter into an agreement with A.S.I. to provide <br />interior signage for the new library, and declaring an emergency. <br />Ordinance No. 2003-125 introduced by Mayor Musial was given its second reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2003 as <br />amended. Councilman McKay moved for suspension of the rule requiring three readings <br />and noted that the legislation had been discussed in committee. The motion was <br />seconded by Councilman Limpert and passed unanimously. Councilman McKay moved <br />for adoption. The motion was seconded by Councilman Limpert and passed <br />unanimously. Ordinance No. 2003-125 adopted. <br />Ordinance No. 2003-128 was introduced and placed on first reading by Councilman <br />McKay. An ordinance amending Sections 1353.11 and 1353.12 of Chapter 1353 of the <br />Building Code, entitled "Grading and Surface Water Drainage," in order to better <br />regulate grade changes on private property which adversely affect adjoining property <br />owners, and declaring an emergency. <br />Ordinance No. 2003-129 was introduced and placed on first reading by Councilman <br />Miller. An ordinance authorizing and directing Don Copeland, Director of the <br />Department of Human Resources, to make application on behalf of the City of North <br />Olmsted for Community Development Block Grant (CDBG) funds for the fiscal year <br />2004 for three projects: 1.
