Council Minutes of 9/16/20(13 <br />,~,,,~ 6) With regard to the trash collection contract, bid documents should be prepared within a <br />week. <br />7) At Springvale, the outing bookings for September and October are very strong. Golf <br />sales aze on plan for September. The former Cleveland Brown Eddie Johnson Memorial <br />Golf Outing which is hosted by Bernie Kosaz will be held at Springvale on September 19. <br />8) The Civil Service Commission is now preparing to move forward with the Fire <br />Department Lieutenant rank testing. <br />9) The Recreation football program is going strong, and the department is making <br />prepazations for proceeding with the bleacher installation at the indoor pool and the <br />second phase of the security plan. <br />10) The Senior Center will be hosting its third annual spaghetti dinner this coming <br />Friday. All proceeds benefit the Senior Center activities. <br />11) The second phase of the labor/management training class will be held tomorrow. <br />This program was brought to our city and followed through by Personnel Director Cheryl <br />Farver. The first session held eazlier this summer worked out extremely well. <br />12) The administration is working on three projects: nepotism policy for the city; use of <br />city cazs by employees; possibility of fingerprinting of employees and contractor <br />employees who aze responsible to the city via contract. <br />Law Director Dubelko: 1) The grand jury has no bill on the Springvale investigation. <br />This is without a question good news for the city. However, the County Prosecutor has <br />written a letter to the State Auditor asking for an audit of Springvale. <br />2) Ordinance No. 2003-120, which was recently passed by City Council, has updated the <br />methods for notifying the public of special meetings. The ordinance provided for <br />updating through website announcements and community channel. It is probably better <br />than the old method of publishing and posting. Regazding the cable channel, he plans to <br />ask the Data Processing Commissioner if the information can be scrolled across the <br />bottom of the screen for quicker access. <br />3) Regazding the sale of the old library building, he had originally talked about the <br />possibility of placing the Law Department in that building. If there was a city <br />government use for the entire building, that would be fine. But it appeazs that right now <br />the present use would simply be to place the Law Department there with 1,500 squaze <br />feet in a 11,000 square foot building. He understands that it may make more sense to <br />authorize the sale of the property instead. He still expects that sometime, somewhere the <br />Law Department will be located in City Hall or another city owned property. <br />4) Labor negotiations have not begun, but a management meeting was held on <br />September 11 for the purpose of a general discussion of management proposals for the <br />upcoming NOMBL and fire fighter contracts. The NOMBL contract had a July 31 <br />termination date, but it has been extended to October 31. The fire fighter contract <br />terminates in December. Under that contract, negotiations should start 90 days in <br />advance. Presently, the first meeting is scheduled to take place the first week in October. <br />5) After realizing the management labor meeting had been inadvertently scheduled for <br />September 1 1, he called Fire Chief Klecan and suggested the time/date could be changed. <br />The Chief, true to fire fighter tradition, indicated that the Assistant Chief could preside <br />over the 9/11 ceremony that date, and he would do his duty and attend the management <br />meeting. That says something about fire fighters from the Chief on down. <br />2 <br /> <br />
