Because of these and other issues, he may <br />make recommendations to Council in the neaz future. <br />14) A good, productive directors' meeting was held today. Many city projects were <br />discussed in the lengthy meeting, and he enjoys working with all the directors who aze a <br />good group of people. <br />Finance Director Copier: 1) A detailed financial review of the General Fund as of July <br />31 was prepazed and presented at the Finance Committee last Tuesday. Copies aze <br />available for Council members who were not in attendance. Also, she is in the process of <br />distributing copies of that review and the corresponding financial statements to each <br />union president. <br />2) The Auditor of State's office has released the city's 2002 audited financial statements. <br />Copies of the CAFR aze being made and will be distributed to Council. <br />3) The annual information filing requirement was prepared and a draft was sent to Squire, <br />Sanders & Dempsey for finalization. This must be filed by the end of September and is <br />required by one of our bond covenants. <br />4) She has been working with the labor negotiating team in preparing the city's proposal <br />for both the bus line employees and the fire fighters' contract. <br />5) She is working with Marty Young in performing a review of Springvale's operating <br />results. She will have a report to Council at the next Finance Committee meeting, <br />hopefully at the beginning of October so that any needed budgetary adjustments or <br />appropriations changes can be made. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, September 7. Present were committee members Limpert, McKay and <br />Kasler; Councilmen Dailey and Miller and Council President O'Grady; Law Director <br />Dubelko, Personnel Director Farver, Finance Director Copfer, Service Director Driscoll, <br />City Engineer Durbin, Safety Director Jesse. The following was discussed: <br />^ Ordinance 2003-87, an ordinance authorizing the Mayor of the City of North Olmsted <br />to enter into a letter of agreement with Local 2681, Ohio Council 8, AFSCME, <br />amending the collective bazgaining agreement between the City of North Olmsted <br />and Local 2681, Ohio Council 8, for the city's Clerical and Technical Unit in order to <br />place within the unit the position of Animal Warden. Mrs. Kasler questioned the <br />agreement between the former Service Director and Mr. Wazd as to why this position <br />would be a union position. Mr. Dubelko suggested that the Civil Service <br />Commission review the position with regazd to whether it's a classified or non- <br />classified position and whether it comes under the protection of the Civil Service <br />Commission and for the Civil Service Commission to establish qualifications for the <br />position. The legislation will be held in committee awaiting the information sought <br />by the committee. <br />^ Finance Director Copfer distributed copies of an analysis and review of the city's <br />financial reports ending July 2003. The revenues for July 2003 will be $300,000 <br />below 2002 due to the following conditions: Real property tax advances aze <br />$128,000 less than what was received in 2002.
