Council Minutes of 9/2/2003 <br />Restaurant. There was no objection from the Police Department, and the committee <br />recommended to not object. Councilman .Miller made a motion that Council not <br />object to the transfer of the liquor license from safekeeping for A & C Likakis, Inc. to <br />Ari's Family Restaurant. The motion was seconded by Councilwoman Kasler and <br />passed unanimously. <br />^ Hanna Panini's Bar & Grill located on Lorain Road near Canterbury Road. Every <br />year, Council is given an opportunity to respond to the Liquor Control Commission as <br />to whether or not there are objections to renewing liquor licenses for any <br />establishment in the city. Mr. Gareau explained that he had on numerous occasions <br />tried to contact the management at Hanna Panini's Grill to no avail. They were <br />basically unresponsive in regards to what might be described as being a good <br />business neighbor to the resident behind the Panini's parking lot. Discussion was <br />held in regards to various problems including damage to the neighbor's fence, debris <br />coming over the fence, late night noises and similar such problems. In attendance <br />from Panini's was Scott Hanna, one of the two brothers who own the facility. He <br />explained that they had received calls from the neighbor, and they were asked not to <br />take out the trash at night. They complied and began taking it out at 10 or 10:30 a.m. <br />Then the neighbor complained that they were taking it out so early in the morning. <br />They indicate that they have gone over the fence on numerous occasions to pick up <br />debris that is not only theirs but also from other establishments in the area. On two <br />occasions, their employees were bitten by the neighbor's dog. The committee agreed <br />to have Mr. Gareau, the owners and the resident meet to discuss how the problems <br />can be addressed and what the city can do to facilitate a resolution to these issues. <br />Safety Director Jesse volunteered the services of the Police Department as needed. <br />Mayor Musial arrived at 8:32 p.m. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) On Tuesday, August 26, the committee met to <br />discuss Ordinance 2003-120, an ordinance amending Section 109.02, 109.03, 109.04, <br />109.06, and 109.07 of Chapter 109 of the Administrative Code entitled "Public <br />Meetings" in order to provide better notice to the public of the meetings of the City <br />Council, its committees, and the various boards and commissions of the city as amended. <br />The ordinance was further discussed at a committee meeting held this evening at 7:15 <br />p.m. As described by the Law Director, this is an effort to clean up some old language <br />and bring it into the new century as to notification for the various meetings. It also <br />defines more clearly within City Hall who is responsible for placing notices of special <br />meetings or committee and Council meetings. The ordinance will basically change the <br />requirement of publishing in local newspapers for special meetings and instead put the <br />information on the city website and cable channel. Issues discussed included whether or <br />not more or less people would be notified as opposed to the former method which was a <br />bit archaic, the long-term requirements of the local papers, and the cost involved. <br />Discussion was also held about possibly posting on the sign board that is at the corner of <br />Dover and Lorain roads in front of the Police Station. It was felt that perhaps that would <br />be done as a trial although the requirement is not part of this ordinance. This was an <br />. effort and continues to be an effort to get better notification out to our residents of these <br />4 <br /> <br />
