Council Minutes of 9/2/2003 <br />various meetings. The committee recommended approval of the ordinance as amended <br />and under suspension this evening with the emergency clause to be added. <br />2) He is in receipt of a letter from the Mayor requesting that Council approve his <br />reappointment of Beverle Martindale and Gordon Thompson to the Cultural Activities <br />Committee for the remainder of this year. The term is 1/1/03 through 12/31/03. <br />Councilman Miller moved that Council approve the appointment of Beverle Martindale <br />and Gordon Thompson to the Cultural Activities Commission. The motion was seconded <br />by Councilman Gareau and passed unanimously. <br />3) As reported at a previous Council meeting, the school board was eager to move <br />forward and hear from the city as to the disposition of the old library building. They had <br />hoped to have the issue resolved by the first of September. The Mayor and Law Director <br />were requested to put together a proposal for Council, but that has not been received. <br />Mayor Musial commented that he was awaiting the appraisal on the library property. <br />When that is received, he will contact the school superintendent about their appraisal and <br />will then be able to make a permanent proposal to Council. He hopes to complete the <br />process within a week. Law Director Dubelko said that the appraisal had been received <br />today. Councilman Miller agreed to add this item to his committee meeting agenda. <br />Mayor Musial: 1) He participated in the AFL/CIO parade on Saturday. The weather <br />was great. Unfortunately, the attendance was very sparse, but there was a good showing <br />by the union members. North Olmsted made a good showing with NOMBL and <br />AFSCME. <br />2) Interviews for the Planning Director will be held tomorrow. A selection should be <br />made with seven to ten days. <br />President O'Grady noted that he had also participated in the AFL/CIO parade. Although <br />attendance on the audience side was sparse, the attendance among the union <br />representatives was truly impressive. It was a very impressive showing of solidarity. <br />AUDIENCE PARTICIl'ATION <br />1) Don Pangrac, 23470 Shazon Drive. <br />^ Regarding cutting the grass along Brookpazk Road, he wondered if the city was going <br />to hold the homeowners responsible to cut the grass that is on the property owned by <br />the State of Ohio. Councilman Gareau said he did not know the answer to the <br />question, but the way it has been presented in the past is that the homeowner is <br />responsible to maintain the lawn which was within the right-of--way. The problem on <br />Brookpark Road is the land is fairly sizable and runs quite a distance between the <br />resident's property line and the paved portion of the roadway. That is a pretty big <br />burden to put on somebody to ask them to mow an area that could be equivalent to a <br />quarter of their current parcel. That is more than mowing a treelawn. This needs to be <br />addressed, whether it be done administratively or through legislation. Councilman <br />McKay noted that there is a portion of old Columbia Road which also has a problem. <br />The residents have frontage on Columbia Road, and the back portion of their property <br />abuts Route 252. Should they be required to cut on both sides? He believes that <br />5 <br />
