Council Minutes of 8/19/2003
agreed that the shrubbery is overgrown and will have it trimmed. Attention to this
obstruction, as well as pulling up to the stop bar provided, should improve the safety
of exiting at this light. Finally, Officer Holly assured the committee that emergency
vehicles will have no problem with exiting safely onto Dover Center Road at this
light. A final issue was raised regarding the complairns about the Dover Center light.
The Safety Committee reviewed all of these issues earlier this year with a committee
resolution that the administration should take precisely the action prescribed as of this
recent August meeting. As chairman of the Safety Committee, she questioned the
Mayor and hopes that this was passed on to the Safety Director regarding the past
agreement to resolve the concerns surrounding this light several months ago and the
agreement by the Mayor to personally contact Mr. Crowley, the resident registering
the concerns. It was not until a second letter from Mr. Crowley arrived a few weeks
ago, that this committee was made aware that the issue had not been addressed by the
administration as promised. She questioned then and is questioning now why the
resolution of a committee of Council was ignored causing a resident to register a
second and rightfully angry repeat complaint. The Safety Committee of Council, as
all other Council committees, takes the business before it very seriously. It's their job
to hear issues regarding pending legislation as well as to address safety issues brought
to their attention. Considerable time was spent by the committee to address the issue
surrounding the Dover Center light and considerable time was spent arriving at an
agreeable resolution of some, if not all, the issues. It's disturbing to her that the time,
energy and diligence of Council members was wasted in this case when their work
was basically ignored. She awaits a response from the Mayor who ageed at the
committee meeting to investigate the reason why the administration failed to act on
this committee's recommendation until months, and a very angry resident, later.
^ The committee convened into executive session regarding a personnel matter
involving an injured fire fighter and the required Council attention to the extension of
wages for this fire fighter. The committee unanimously recommended that Council
approve the extension based on the input of the Fire Chief and the recommendation
and assent from both the Personnel Director and the Mayor. Councilwoman Kesler
moved that Council extend the wages of injured fire fighter Ron Cermak for an
additional b0 days until October 9, with this matter to be reviewed again, if necessary,
following that b0 day period. The motion was seconded by Councilman Miller and
passed unanimously.
Councilman Miller, chairperson of the Intro-Governmental Relations and Legislation;
Long-Range Planning Committee: 1) On Tuesday, August 12, the Infra-Governmental
Relations and Legislation; Long-Range Planning Committee met. Present were
committee members Miller, Kesler, Gareau; Law Director Dubelko and Mayor Musial.
The following items were discussed:
Ordinance 2003-101, an ordinance providing for the submission to the electors of the
City of North Olmsted of an amendment to Article XIV of the Charter of the City of
North Olmsted providing for members of the Charter Review Commission to be
appointed by City Council and declaring an emergency as amended. This was
presented by Mr. Gareau and was a compromise from the original draft wherein the
10
