Council Minutes of 8/19/2003 <br />3) The BZD Committee met on August 18. Present were committee members McKay, <br />Gazeau, Nashar; Law Director Dubelko, Assistant Building Commissioner Rymarczyk, <br />City Engineer Durbin. The following item was discussed: <br />Remington College at 2635 Great Northern Shopping Center. A presentation of <br />Remington College was made by Marty Strelau, the architect for this project. The <br />proposal consists of new exterior improvements with brick masonry in the front to <br />match the existing material at the existing vacant Tops building. Two large 80 <br />squaze foot planters are to be placed in the front of the building. A dumpster in the <br />rear will have a wood fence gate. There will be seven light poles approximately 30 <br />foot high, six in the front and one in the rear which will illuminate at 400 watts. <br />Landscaping, with irrigation, along Brookpazk Road is to match the proposed <br />landscaping by the Westfield Shopping Center planned from the entrance up to <br />Sears and also from Jazed's up to the driveway. New windows will be installed on <br />the north, south and east side of the building. There are four lazge grown trees in <br />the reaz of this building which will be removed because they are touching the <br />building and causing the paint to be chipped off. The back area will be painted and <br />four new trees will be planted along with additional landscaping in that area. The <br />city requires 254 parking spaces for Remington, and they have 282, well above the <br />required parking spaces. After discussion, the committee unanimously <br />recommended approval of Remington College subject to all the various boards and <br />commissions. Councilman Nashaz moved that Council approve the Remington <br />College proposal. The motion was seconded by Councilman McKay and passed <br />unanimously. <br />Councilman Limpert suggested, if the telecommunications pole is erected on Root Road, <br />that the revenue be used towards the building of a cul-de-sac. Since the residents at that <br />end of the street will be mast directly affected by it, they certainly have been in need of a <br />cul-de-sac. Although it may not finance the whole thing, it certainly would contribute to a <br />major part. <br />Councilwoman Kasler, chairperson of the Public Safety, Health & Welfare Committee: <br />1) A Safety Committee meeting was held on August 12. In attendance were committee <br />members Kasler, Miller and Nashaz; other Councilmen; Office Holly of the NOPD, Fire <br />Chief Klecan, the Mayor, the City Engineer, Directors of Service, Personnel and Law. <br />The following items were discussed: <br />The traffic light at Dover and Cottonwood, with regard to the substance of the issues <br />and concerns expressed by a resident living in that area. First, it was determined by <br />the NOPD that a "No Turn on Red" sign must remain at that light in order to deter <br />collisions by cars exiting either of the side streets involved. Further, Officer Holly <br />noted that cazs are stopping well before the stop bar provided at this light. If cazs aze <br />that faz back, they fail to have a full view of the iirtersection. By pulling up to the <br />stop bar, a car pulling out onto Dover Center has a view of 6 car lengths, sufficient to <br />make a safe exit. Another safety consideration is the view obstruction by shrubbery <br />at the comer of Cottonwood. Officer Holly has spoken to the resident and she has <br />9 <br /> <br />
