Council Minutes of 8/19/2003 <br />football field. Representing the schools was Treasurer Robert Matson. The proposal <br />is to erect a 120 foot Sprint tower on the southwest comer. This proposal will be a <br />conditional use. Council will have to amend the rezoning map in order to supplement <br />the parcel for the Board of Education. After discussion, the committee recommended <br />approval of the informal hearing and asked Mr. Matson to continue on with this <br />project. This is to be heazd by the Planning Commission and then it will come back <br />to Building, Zoning and Development. Ordinance 2003-123 addressing this issue is <br />on first reading this evening. This ordinance will require a public hearing after <br />review by the Planning Commission. <br />^ Friends Church located on Great Northern Boulevard. Representing Friends Church <br />was Mr. Walt Sheffield. The BZD Committee has remaining issues about the <br />completion of the exterior of that azea azound the church. Mr. Sheffield said that the <br />Swale has been completed, but the extended fence azea has not been finished. After <br />discussion, the committee recommended that the City Engineer and the Service <br />Director review this matter and address the BZD Committee once again with their <br />recommendations. In a memo dated August 18, Mr. Durbin states that he and Mr. <br />Driscoll agree that the existing Swale should not be disturbed and that further grading <br />should not be performed since the turf and the plantations are now firmly established. <br />Mr. Durbin recommended that this be sent back to the Planning Commission to revisit <br />the fence in question. <br />^ Three easement ordinances. Ordinance 2003-109, an ordinance accepting a water <br />main easement located on the property by NRP Properties, LLC as designated by P. <br />P. 236-17-005 and 236-17-015 on the Cuyahoga County Maps and Records in <br />connection with the water main supplying the water to the Kennedy Ridge <br />Apartments and located on said property. The committee recommended approval for <br />Ordinance 2003-109. <br />^ Ordinance 2003-110, an ordinance accepting a sanitazy sewer easement located on the <br />property owned by Rockwynd Cluster Homes and known as part of the original <br />Olmsted Township Lot No. 30, Tract 6, P. P. No. 237-19-002 on the Cuyahoga <br />County Maps and Records. The committee recommended approval. <br />^ Ordinance 2003-111, an ordinance accepting the water main easement located on the <br />property owned by Rockwynd Cluster Homes and known as part of the original <br />Olmsted Township Lot No. 30, Tract, 6, P. P. No. 237-19-002 on the Cuyahoga <br />County Maps and Records. The committee recommended approval. <br />2) The Building, Zoning and Development and Finance Committees met jointly to <br />discuss a proposal by Sprint Communications for a wireless telecommunications site on <br />land owned by the city at the end of Root Road. Representing Sprint was Mr. David <br />Richazds. The proposal consists of a 70 foot wooden pole, similaz to utility poles already <br />existing on the street. There will be two 3 foot whip antennas on the site of the pole and <br />support brackets. A power radio frequency equipment will be mounted on the side of the <br />pole and nothing on the ground at the base of the pole. The site is an unmanned site and <br />will not cause any debris or smoke in that azea. The committee recommended that the <br />proposal be submitted to the Planning Commission for review, and it will return to the <br />BZD Committee for final review. <br />8 <br />
