Council Minutes of 8/19/2003
being considered would be the use of the building by the Cuyahoga County Library
,~, System for a children's library space. It was agreed that the Council would wait for
the results from the appraiser. Also under consideration was the issue of school
guards, whether that could come into play somehow. Discussed was a suggestion by
Mr. Gareau of selling the building and retaining the funds to acquire other necessary
assets, real estate, parks, etc. The committee will await the Mayor's proposal. The
school system was clear, however, that they wanted a decision from Council by
September 1. Council will act as soon as they get a written proposal from the
administration.
Regarding use of the old library site, Mayor Musial said he had a meeting scheduled on
August 22 with Sari Feldman, the new executive director of the Cuyahoga County
Library System, to discuss the proposal of the library leasing the building for five years
and still retaining 1,500 square feet for the Law Department with the promise that there
would be a separate entrance for the department.
Councilman Dailey, Council's representative to the Landmarks Commission, gave an
update with regards to an issue before the commission. In June, he had advised Council
that the properties on the northwest corner of Porter and Lorain roads had been purchased
by Halleen Motors and C& C Realty with the intention of demolishing those two
buildings. The owners did come before the Landmarks Commission on August 11. The
Landmarks Commission unanimously decided not to approve the permit for the
demolition of those buildings. That decision bought six months worth of time to look for
alternative solutions. One that was suggested by Mr. Halleen was to donate the buildings
to the City of North Olmsted. However, the city would have to find a way to move them
and a place to put them. The commission is going to look into every opportunity or
option possible to try to preserve those buildings for North Olmsted. Mrs. Kasler asked if
moving the buildings would be at the city's cost, thereby causing no demolition costs for
Mr. Halleen. Mr. Dailey said that was correct.
AUDIENCE PARTICIPATION
Dennis Lambert, 25057 Carey Lane.
^ Regarding the discussion at the last Council meeting about the city requiring residents
on Grace Road (some are elderly) to maintain property along Brookpark Road, he
noted that the state owns property in front of Chili's restaurant on Great Northern
Boulevazd and has placed a fence about a hundred feet from the sidewalk. Chili's
land is beautifully manicured, but beyond the fence up to the sidewalk there are high
weeds and scrub brush and it really detracts from the whole azea. He is wondering if
the Service Director is going to hold true to his commitment to the rules and make
Chili's take care of that area in front of their property even though it belongs to the
state.
• Would like to see the city directors be required to sit at a table at the front of Council
Chambers so they can be accessible for questions.
^ Suggested to Finance Director Copfer that she contact RITA to determine when Moen
and MAC began submitting tax reports. This would help to determine when they
12
