Council Minutes of 8/14/20(13 <br />Limpert moved for adoption. The motion was seconded by Councilman McKay and <br />passed unanimously. Resolution No. 2003-118 adopted. <br />Resolution No. 2003-119 was introduced and placed on first reading by Councilman <br />Dailey on behalf of himself and Council members Gareau, Kasler, Limpert, McKay, <br />Miller and Nashar. A resolution supporting the North Olmsted Board of Education and <br />urging the Ohio Senate to reverse the provisions of HB 95 that would negatively impact <br />school districts' income. Councilman Dailey moved for suspension of the rules requiring <br />three readings and committee review, and the motion was seconded by Councilman <br />Nashar. Roll call: Dailey, yes, with commern. In conversation with the Treaswer of the <br />North Olmsted City Schools, he advised that the bill as passed will cost the school district <br />more than $6 million over the next five years. We can't afford those types of cuts within <br />our schools. Roll call continued: Nashar, yes; Miller, yes; Limpert, yes; Gareau, yes; <br />Kasler, yes; McKay, yes. The motion passed unanimously. Dennis Lambert, 25057 <br />Carey Lane, said he believed HB 95 does not allow the tax rate to creep up based on the <br />reassessment of property. Finance Director Copfer said that was HB 920. This is in <br />reference to the personal property tax, or invernory tax. Councilman Dailey moved for <br />adoption, and the motion was seconded by Councilman Nashar. Roll call: Dailey, yes; <br />Nashar, yes; Limpert, yes, with comment. Although he thinks many people appreciate <br />the need to be competitive with other states, it seems unfair to just pull the rug out, on a <br />state level, and tell the individual community and school districts, it's your problem now. <br />Roll call continued: Kasler, yes; Gareau, yes; McKay, yes; Miller, yes. The motion <br />passed unanimously. Resolution No. 2003-119 adopted. <br />Ordinance No. 2003-120 was introduced and placed on first reading by Councilman <br />Miller. An ordinance amending Section 109.04 of the Administrative Code, entitled <br />"Notice of Special Meetings," in order to eliminate the requirement that notice of special <br />Council meetings be published in newspapers of general circulation in the community <br />and provide instead that the notice of such meetings shall be announced on the city's <br />website. <br />Resolution No. 2003-121 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Mayor to enter into an agreement with A.S.I. to provide <br />interior signage for the new library, and declaring an emergency. <br />Resolution No. 2003-122 was introduced and placed on first reading by Mayor Musial. <br />A resolution authorizing the Director of Public Service to advertise for bids for the <br />purchase of audio-visual equipment for the new North Olmsted Branch Library of the <br />Cuyahoga County Public Library, authorizing the Mayor to enter into a contract for said <br />purchase with the lowest and best bidder, subject to approval by the Board of Control, <br />and declaring an emergency. <br />16 <br /> <br />
