Council Minutes of 8/5/03 <br />„~,,, Mr. Miller asked the Mayor what his plan was to fill the numerous vacancies on the <br />,~„„ various boards and commissions. Mayor Musial said he had an interview scheduled on <br />Friday for a vacant seat on the Landmarks Commission. He does have some applicants <br />for the Cultural Arts Commission position. With regards to Planning Commission, there <br />are two openings to be filled. PC chairperson Bob Koeth has recommended two people <br />for those positions, and he and the Mayor will meet to discuss those individuals. With <br />regards to the Fair Housing Committee, Mike Ubaldi and Don Copeland have agreed to <br />join that committee; and he also hopes to appoint an American Indian and an Arab- <br />America.n to provide for diversity. He will present those applicants as a package. On the <br />Civil Service Commission, he is hoping to appoint another attorney because, when John <br />Thomay's term ends, he cannot be re-appointed. He is continuing to look for a person to <br />fill the ARB vacancy. Mr. Miller suggested that in the future perhaps the current person <br />could be asked to remain until a replacement is found as there are just too many <br />openings. Also, there are people who have submitted applications and are waiting. We <br />owe them the respect to move along on this process. <br />Councilman Nashar questioned the Mayor as to whether there was funding available for <br />the culverting on south Canterbury Road, when the work would begin on the Bradley <br />Road sidewalk project and when would the Metroparks be notified of the sidewalk <br />project. Mayor Musial said the funds for the culverting are available in the current <br />budget. The work will be done in-house. As to the sidewalk construction, the <br />Metroparks has been notified and City Engineer Durbin said the project is supposed to be <br />completed before school starts but he cannot give an exact date. <br />Councilman Gareau said he was not aware the city was going to do culverting of ditches <br />on south Canterbury. The city had a policy in place for a period of time to not culvert <br />ditches unless the property owner contributed the cost of materials and the city provided <br />the labor. He is aware of various areas of the city, W. 231 for example, where culverting <br />was done and the residents did not have to contribute to the cost. However, residents in <br />other areas, such as Gessner, were told they had to pay for materials. He believes the city <br />should be consistent with its policy as residents are waiting to have this work done. We <br />should have a fair policy that is applied to everyone. Mayor Musial said, with regard to <br />Canterbury Road, that 90% of the length of that is property owned by the city. We will <br />approach the 10%, one house, that is there. Councilman Limpert noted that the work on <br />W. 231 made a dramatic difference of appearance on that street. He thinks the Mayor is <br />soon going to release the Vision 2000 five-year plan, where the topic of culverting is <br />mentioned. The thought is to every year take a street and just do it. We can still maintain <br />the current policy for spot work when a resident definitely wants to get their ditch <br />eliminated. If we would just take a street every year or two, eventually we would get the <br />improvement done. <br />City Engineer Durbin said in regard to south Canterbury Road, the plan is to come up <br />along the golf course and put a storm sewer in there to drain that into a shallow ditch so <br />as to have protection for our pavement. We will tie in a catch basin down at the golf <br />course. There is an existing pipe that comes up there, then it becomes an open ditch, then <br />~"' it becomes landscaping.
