Council Minutes of 8/5/03
be kept clear as provided by law. The goods must be contained in the storage area.
The proposed area is 96 x 80 feet. Much of the concern was given to the abutting
residential neighbors in the rear of that particular property. After discussion, the
committee recommended approval. Subject to this evening's caucus meeting, a
question was raised whether or not the residents that live directly behind Home Depot
were properly notified. Therefore, the vote on this proposal will be delayed until the
August 19 Council meeting.
^ The Wal-Mart proposal to expand the existing garden center including the steel picket
fence and aknee-wall which will match the existing wall presently. Representing
Wal-Mart was Andy Harrison. The new addition will be on the west side of the
building and will not change the driveway entrance around the store area. Much
concern was given to the shopping carts and also to the sales carts that Wal-Mart will
put out in front at this location. Because the sidewalk is only 5 feet, the committee
made it a condition of approval that Wal-Mart keep the sidewalk clear and not put
any type of a shopping cart or a sales cart on the sidewalk. Mr. Harrison said that he
would guarantee that the sidewalk would be clear at all times. After discussion, the
committee recommended approval of the Wal-Mart expansion of the existing garden
center subject to the recommendations of the various boards and commissions of the
city. Councilman Nashar moved that Council approve the Wal-Mart project, and the
motion was seconded by Councilman. Gareau. The motion passed unanimously.
^ Westfield Shopping Center, located at the Great Northern Mall. Representing
Westfield was Mr. Richard Kobe and Mr. Mike McIntosh. The proposal is to expand
the north side of the center to include a Galyan's store, which will be 84,000 square
feet with two levels. The proposed building will be of brick and E.F.I.S. material
with earth tones. There will be slime-based stone at the bottom. The truck dock will
have an architectural design gate across the front of the dock area which will face
Brookpark Road. Trucks will have to back in to the dock area on the north side.
Much discussion was raised about the dock space. It was recommended that they put
in an architectural design gate to black this area from view. The store front will be
glass. The building will be half inside the mall and half outside the mall. The site
area for this proposal will start at Diamond's Men's Store, which is inside the mall,
and that area will be raised and the construction for Galyan's will extend northward
out and there will be down lighting on the building. There will be additional
landscaping along Brookpark Road starting at the west end by Jared Jewelers and
continuing to the east end over by Sears. Additional trees will be planted in this area
and also irrigation is to be installed. After discussion, the committee unanimously
recommended approval of the Galyan's store subject to the recommendations of the
various boards and commissions of the city and final approval from the City Engineer
and the City Forester. Councilman Nashar moved for approval of the Westfield
Shopping Center project, specifically the Galyan's store, and the motion was
seconded by Councilman McKay. Roll call: Nashar, yes; McKay, yes; Dailey, yes;
Kasler, yes; Gateau, yes, with comment that he was, much like the rest of Council
and the city, very excited to see this particular project. Recently Dillard's and
Bennigan's Restaurant went in, and Mr. Nashar noted that there will also be
additional structures built out along Brookpark Road in the area of the parking lot that
is rarely used. This project is exceptional for North Olmsted. If we're going to have
6
