This is a <br />great step in the right direction for the mall, making sure that it's good for North <br />Olmsted and the surrounding communities. Roll call continued: Miller, yes; <br />Limpert, yes. The motion passed unanimously. <br />Mr. Nashar inquired of Mrs. Kasler whether there was any additional information on the <br />proposal for a mayor's court that they had sponsored. Although he has not had any word <br />about this for some time, it is a timely issue as the old library building could be a possible <br />site for the court. Mr. Kasler said she was in the process of evaluating that proposal as <br />well as the result of the investigative questioning that was done. The meeting with <br />members of the Rocky River Court that was held gave those representatives an <br />opportunity to express their concerns and did bring about some changes at the court. The <br />changes were made to the benefit of the City of North Olmsted. The changes were not <br />all f nancial, but also involved the investment of time from our police officers. This was <br />a good thing. The first step is to evaluate what changes took place and how they are <br />beneficial to our city. We did need to give the court some time to initiate the changes. <br />The second step would then be to determine whether or not the benefit to our city is <br />significant enough for us to be comfortable with those changes, or whether or not we <br />need to re-discuss initiating a mayor's court. Law Director Dubelko commented that <br />earlier in the year it was his recommendation that Council delay moving forward on the <br />project for two reasons. One was to give Rocky River court an opportunity to get into the <br />new building and to implement their new reforms which began on October 28, 2002. <br />Secondly, from a budgetary viewpoint, 2003 was not a good year for the city to undertake <br />a large new financial undertaking. He and Mrs. Kasler have had corrtinuing <br />conversations on this issue. <br />Mr. Miller requested that Mr. Nashar bring the Home Depot issue back into the BZD <br />Committee to give the residents a forum to speak on the issue prior to the next Council <br />meeting when it will be voted upon. Mr. Nashar agreed to do so. <br />President O'Grady announced that public hearings would be held on Tuesday, August 19, <br />at 7 p.m. for Ordinance 2003-47 and 7:15 p.m. for Ordinance 2003-48. <br />Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) On July 9, the Intra-Governmental Relations and <br />Legislation; Long-Range Planning Committee met. In attendance were Councilpersons <br />Gareau, Kasler and Miller; Musial and Law Director Dubelko. Agenda items were as <br />follows: <br />Ordinance 2003-101, an ordinance providing for the submission to the electors of the <br />City of North Olmsted of an amendment to Article XIV of the Charter of the City of <br />North Olmsted to provide for members of the Charter Review Commission to be <br />appointed by City Council and declaring an emergency. Discussion centered on how <br />many appointments should be made by the Mayor and how many appointments <br />should be made by Council.
