Councii Minutes 6/17/2003
Foreman Don Wilhelmy said he does not have the manpower to do it in-house. It is
`~ extensive, and it can be done quicker by a contractor.
^ On the southeast side, he does not have an estimate on tree removal. There are 8
parcels, 7 owners, of which one is the city. Almost 1,400 feet and at a price of $3.25
per sq. foot, it would cost approximately $22,000 plus tree removal. He would like to
bring the proposal to Council in a committee meeting. This could be done under a
change order if Fabrizi agrees to it. If not, it could go to A & J who has the other
2003 paving contract. That would cost about $5,000 more.
President O'Grady suggested this be discussed at the Finance Committee meeting
scheduled for June 30.
Mr. Nashar questioned if the gun club side would cost more than the opposite side when
the city owns less property on that side. The Metroparks would pick up more cost than
the city. Mr. Durbin said that on the south side the city owns 212 feet frontage, the
sportsman's club owns 700 feet and then into Metroparks. All the rest back to Barton
Road, the whole total is 1,379 times 5 feet wide. From there, you go into the
Metroparks, but he doesn't know what their commitment is to City Council. On the
opposite side up to Metroparks, there's 1,080 feet. From the last owner to Bradley/Oaks
Estates subdivision where the sidewalk begins again is another 500 feet and that belongs
to Metroparks. So his estimate is without the Metroparks property. If you add the
Metroparks property, it is $25,681, plus $10,000 for the trees. Mr. Gareau noted that
only $15,000 was allocated for this project and both options are in excess. He wondered
whether this could be done with a change order as the borrowed money cannot be used
for another project. Finance Director Copfer agreed that $15,000 is available in the line
item. Regarding borrowed money for slab repair, the city has done contracts for multiple
sources before. The $15,00 is tracked coming from one poiirt and the expenditures that
relate to that separately from the borrowed money. She can handle that.
Mr. Davis said he has been speaking about the sidewalks since May 8, 2002. He was
assured at that time the project would be done by the school year. He has been promised
numerous times that the project would be done, and now he is hearing that the funding is
still being debated. This is a safety issue. This is one of only three streets in the city
without sidewalks. He just wants to know when the city is going to start the project and
when the Metroparks will begin their portion. Mayor Musial said he has learned that it's
very, very difficult to give a precise date as to when something is going to be done. With
regard to the Metroparks, they will start their project to extend their trail to the city line
when the city finishes the sidewalk to the Metroparks line. He doesn't think there is a
difficulty in getting the financing in place. The problem is deciding on what side. It
might be best to meet with the residents before that decision is made.
Dennis Lambert, 25057 Carey Lane.
^ Regarding backup tapes, at the post office, CD's are used to burn a record of what
goes on each day. He suggested to the Mayor that the program wasn't something
nefarious-probably installed way back on that computer and nobody bothered to
14
