<br />discussing this concept with some of those affected. Secondly, that a planning director be
<br />brought into the city as soon as possible, either on a full-time, part-time or contract
<br />capacity using the $35,000 set aside this year for the city master plan and the $5,000 from
<br />the Planning Commission.
<br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee
<br />met on Tuesday, June 10. Tn attendance were committee members Limpert and McKay;
<br />Council members Gareau, Nashar, Miller; Council President O'Grady, Finance Director
<br />Copfer, Law Director Dubelko. The following items were discussed:
<br />Ordinance 2003-88, an ordinance to make and transfer appropriations for current
<br />expenses and other expenditures for the City of North Olmsted for the year ending
<br />December 31, 2003. Positions reviewed were the planning director and the building
<br />inspector. About $35,000 is needed for the planning director and $24,400 for the
<br />building inspector. From the funding of the architectural consultant for the planning
<br />review, there is $35,000 available and estimated resources from the apartment
<br />licenses are $19,000. The rest of the money needed for these two positions will come
<br />from the 2002 carry-over. The following expenses are increased: $20,000 in gas and
<br />oil for the Service Dept.; $10,000 for City Hall utilities and $10,000 for fleet utilities,
<br />$48,000 for shared income tax, for a total of $88,000. The funding increases are
<br />projected to come from the following: $10,000 from unemployment; $9,000 from
<br />RITA fees; $30,000 from the Finance computer software maintenance; $10,000 from
<br />the Service Director's wages; $19,000 from police wages; $10,000 from City Hall
<br />maintenance and repair, for a total of $88,000. To provide for the planning director in
<br />the city's budget, the planning services line will be changed to read, "Department of
<br />Planning Director." The transfer of the $35,000 will come from the planning
<br />services. The committee recommended approval and suspension of the rule requiring
<br />three readings.
<br />Ordinance 2003-89, which is a resolution authorizing the Mayor of the City of North
<br />Olmsted to enter into a renewal agreement for aseven-year term with SBC Global
<br />Services Inc. on behalf of the Ohio Bell Telephone Company to provide for centrex
<br />service to the City of North Olmsted and declaring an emergency. Along-term
<br />contract will save money. The committee recommended the agreement with SBC and
<br />passage of the legislation under suspension of the rule.
<br />2) With regard to the furnishings of the library, in no way can that delay ever be
<br />attributed to Council. That particular ordinance has been in the Finance Committee for
<br />at least six months. The request was that they come back to Council with the list of the
<br />items they needed and not just a general description. So, if there is any dragging of feet,
<br />it's not due to the City Council.
<br />Councilman Nashar, chairperson of the Building, Zoning and Development Committee:
<br />1) The Building, Zoning and Development Committee met on June 10. Present were
<br />committee members McKay, Gareau and Nashar; Councilmen Miller, Limpert, Kasler;
<br />President of Council O'Grady, Law Director Dubelko, City Engineer Durbin, Finance
