Council Minutes of May 20, 2003 <br />. regarding the operations of the city government, and further to provide for penalties for <br />contempt of Council, as amended. Councilman Gareau moved to amend Ordinance <br />2003-43 and noted the ordinance was read at the last Council meeting as amended when <br />it had not yet been formally amended by Council or any committee. The legislation is <br />amended to those changes which are incorporated into the written document which is <br />now presented to Council on third reading. The committee did review the legislation and <br />had no objections to the amendments. The motion was seconded by Councilman Miller <br />and passed unanimously. Ordinance No. 2003-43 was amended and placed on second <br />reading. <br />Resolution No. 2003-66 introduced by Council members Miller, Kasler, Gareau, McKay, <br />Nashar and Dailey was given its third reading. A resolution expressing this Council's <br />commitment to appropriate and transfer fiscal year 2003 carryover funds in fiscal year <br />2004 to the city's four (4) special funds from which funds were legislatively redirected in <br />fiscal year 2003, if it is fiscally responsible in fiscal year 2004 to do so. Councilman <br />Miller moved for adoption, and the motion was seconded by Councilman Gareau. Roll <br />call: Miller, yes, Gareau, yes; Dailey, yes; Limpert, yes, with comment that he thinks it <br />was the original intent to do this all along if it was at all possible. From the reports <br />Council has received so far, he thinks it will be very difficult. He wishes Council would <br />have paid a little closer attention to the future last year when there was certain budgetary <br />issues that were before them and there was an opportunity to have some savings which <br />would have lessened the amount that had to be redirected from these funds. Roll call <br />continued: McKay, yes; Nashar, yes. The motion passed unanimously. Resolution <br />No. 2003-66 adopted. <br />Ordinance No. 2002-85 introduced by Mayor Musial was given its second reading for the <br />purpose of tabling. An ordinance creating a new Chapter 763 of the Business Regulation <br />Code entitled "Tattoo Operations and Dermagrahic Art Studios," and declaring an <br />emergency. Councilman Gareau moved to table. The motion was seconded by <br />Councilman Nashar and passed unanimously. Ordinance No. 2002-85 tabled. <br />Ordinance No. 2002-88 introduced by Councilman Nashar was given its second reading <br />for the purpose of tabling. An ordinance amending Section 505.08(bx2) of the General <br />Offenses Code, entitled "Nuisance Conditions Prohibited," by removing the words <br />"frequently or" for enforcement purposes. Councilman Nashar moved to table. The <br />motion was seconded by Councilman McKay and passed unanimously. Ordinance <br />No. 2002-88 tabled. <br />Ordinance No. 2002-86 introduced by Councilman Nashar was given its second reading. <br />An ordinance amending Section 505.13 of the General Offenses Code entitled "Rabies <br />Vaccination of Dogs and Cats Required," to include ferrets as pets required to receive <br />rabies vaccinations, and declaring an emergency, as amended. Councilman Nashar <br />moved to amend Ordinance No. 2002-86 by changing the number of months required <br />from six months to four months. The motion was seconded by Councilman Gareau and <br />passed unanimously. Ordinance No. 2002-86 amended. Councilman Nashar moved for <br />''~"`" suspension of the rule requiring three readings.
