Council Minutes of May 20, 2003 ,~. Ordinance No. 2003-84 was introduced and placed on first reading by Councilman Gazeau on behalf of the entire Council. An ordinance creating new Section 941.05 of the Streets, Utilities and Public Services Code, entitled "Accumulation of Garbage and Refuse as Nuisance," in order to regulate the sufficiency and use of commercial and multiple family trash receptacles, and declaring an emergency. Resolution No. 2003-85 was introduced and placed on first reading by Councilman Miller. A resolution urging the Ohio General Assembly to adopt Senate Bill 28 so as to require the Attorney General to provide for a do-not-call registry for residential telephone subscribers, either by directly developing and maintaining the registry or by accepting a national do-not-call registry maintained by a federal agency, and declaring an emergency. Councilman Miller moved for suspension of the rules requiring three readings and formal committee review and noted that this was discussed in caucus. The motion was seconded by Councilman Limpert and passed unanimously. Councilman Miller moved for adoption, and the motion was seconded by Councilman Limpert. Roll call: Miller, yes; Limpert, yes; Gazeau, yes; McKay, yes; Nashaz, yes; Dailey, no. The motion passed with fives yeas and one nay. Resolution No. 2003-85 adopted. Ordinance No. 2003-86 was introduced and placed on first reading by Councilman Gazeau on behalf of himself and Mayor Musial. An ordinance amending Sections 927.04, 927.05, 927.07, and 927.08 of the Streets, Utilities and Public Services Code, being vazious sections of Chapter 927 entitled "Storm Water Management and Urban Sediment Pollution Abatement Systems," so as to follow rules and regulations promulgated by the United States Environmental Protection Agency (EPA). Ordinance No. 2003-87 was introduced and placed on first reading by Mayor Musial. An ordinance authorizing the Mayor of the City of North Olmsted to enter into a Letter of Agreement with Local 2681, Ohio Council 8, AFSCME, amending the collective bazgaining agreement between the City of North Olmsted and Local 2681, Ohio Council 8, AFSCME for the city's Clerical and Technical Unit, in order to place within the unit the position of "Animal Wazden," and declaring an emergency. MISCELLANEOUS BUSINESS Councilman McKay scheduled a Finance Committee meeting for 6:30 p.m. on Tuesday, May 27, to discuss Resolutions 2003-79, 2003-81, 2003-83 and Ordinance 2003-87. The Mayor or his designee, Safety Director, Finance Director, Law Director, Animal Wazden and president of Loca12681 are asked to attend. Councilman Nashaz scheduled a BZD Committee meeting immediately following the Finance Committee on May 27 for the purpose of discussing the possible funding of the property maintenance inspector position. The Mayor, Finance Director and a representative from the Building Department are asked to attend. 14
