Council Minutes of May 20, 2003 <br />,~. Ordinance No. 2003-84 was introduced and placed on first reading by Councilman <br />Gazeau on behalf of the entire Council. An ordinance creating new Section 941.05 of the <br />Streets, Utilities and Public Services Code, entitled "Accumulation of Garbage and <br />Refuse as Nuisance," in order to regulate the sufficiency and use of commercial and <br />multiple family trash receptacles, and declaring an emergency. <br />Resolution No. 2003-85 was introduced and placed on first reading by Councilman <br />Miller. A resolution urging the Ohio General Assembly to adopt Senate Bill 28 so as to <br />require the Attorney General to provide for a do-not-call registry for residential telephone <br />subscribers, either by directly developing and maintaining the registry or by accepting a <br />national do-not-call registry maintained by a federal agency, and declaring an emergency. <br />Councilman Miller moved for suspension of the rules requiring three readings and formal <br />committee review and noted that this was discussed in caucus. The motion was seconded <br />by Councilman Limpert and passed unanimously. Councilman Miller moved for <br />adoption, and the motion was seconded by Councilman Limpert. Roll call: Miller, yes; <br />Limpert, yes; Gazeau, yes; McKay, yes; Nashaz, yes; Dailey, no. The motion passed with <br />fives yeas and one nay. Resolution No. 2003-85 adopted. <br />Ordinance No. 2003-86 was introduced and placed on first reading by Councilman <br />Gazeau on behalf of himself and Mayor Musial. An ordinance amending Sections <br />927.04, 927.05, 927.07, and 927.08 of the Streets, Utilities and Public Services Code, <br />being vazious sections of Chapter 927 entitled "Storm Water Management and Urban <br />Sediment Pollution Abatement Systems," so as to follow rules and regulations <br />promulgated by the United States Environmental Protection Agency (EPA). <br />Ordinance No. 2003-87 was introduced and placed on first reading by Mayor Musial. An <br />ordinance authorizing the Mayor of the City of North Olmsted to enter into a Letter of <br />Agreement with Local 2681, Ohio Council 8, AFSCME, amending the collective <br />bazgaining agreement between the City of North Olmsted and Local 2681, Ohio Council <br />8, AFSCME for the city's Clerical and Technical Unit, in order to place within the unit <br />the position of "Animal Wazden," and declaring an emergency. <br />MISCELLANEOUS BUSINESS <br />Councilman McKay scheduled a Finance Committee meeting for 6:30 p.m. on Tuesday, <br />May 27, to discuss Resolutions 2003-79, 2003-81, 2003-83 and Ordinance 2003-87. The <br />Mayor or his designee, Safety Director, Finance Director, Law Director, Animal Wazden <br />and president of Loca12681 are asked to attend. <br />Councilman Nashaz scheduled a BZD Committee meeting immediately following the <br />Finance Committee on May 27 for the purpose of discussing the possible funding of the <br />property maintenance inspector position. The Mayor, Finance Director and a <br />representative from the Building Department are asked to attend. <br />14 <br /> <br />
