Council Minutes of May 20, 2003 <br />Joe Vitale, was excellent. He also attended a presentation on May 17 regarding current <br />school issues and school funding issues. The featured speaker was State Representative <br />Sally Conway Kilbane. State Senator Spada was present and also spoke. Both speakers <br />did a good job of presenting the issues before the group. The current school funding <br />system has been declared unconstitutional in the State of Ohio. It is not the fault of the <br />local systems; it is the fault of the system we have in the State of Ohio. He encourages <br />all elected officials and citizens to be aware and involved in school funding in an effort to <br />develop a system that is fair for the taxpayers and students. <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, May 13. In attendance were committee members Limpert, Kasler and <br />McKay; Council members Gareau, Dailey and Nashar; Law Director Dubelko, Finance <br />Director Copfer, Personnel Director Farver and Safety Director Jesse. The following <br />items were discussed: <br />Resolution 2003-76, a resolution authorizing the payment of $13,000 to the North <br />Olmsted Fire Fighters IAFF Local 1267 for the distribution to specific officers of the <br />North Olmsted Fire Department and in consideration of a settlement of grievance <br />under the collective bargaining agreement. The resolution will settle a grievance in <br />regard to the dental health care with the North Olmsted Fire Fighters IAFF Local <br />1267. The committee recommended approval. <br />Resolution 2003-77, a resolution authorizing the Mayor of the City of North Olmsted <br />to enter into a new maintenance agreement with Climate Tech Inc. providing for the <br />HVAC maintenance at Fire Station No. 1 for a one-year period. In an effort to lower <br />the costs of heating and air-conditioning maintenance, it was suggested that next year <br />inquiries be made for the purpose of having one company bid for the HVAC contracts <br />for all buildings of the city. For this year, the committee recommended approval. <br />Resolution 2003-78, a resolution authorizing the Mayor of the City of North Olmsted <br />to enter into an agreement with Ramsey & Associates Personnel Management, Inc. to <br />provide testing services to the Civil Service Commission in connection with the <br />Assistant Fire Chief promotional examination. Ramsey & Associates administered <br />the promotional examination for the Fire Chief in December of 2002, and the Civil <br />Service Commission recommended that their services be secured for the assessment <br />of the Assistant Fire Chief examination. The committee recommended approval. <br />Councilman Limpert, chairperson of the Streets & Drainage Committee: 1) The Streets <br />& Drainage Committee met on May 13. Present were committee member Nashar and <br />chairman Limpert; Council members Dailey, Gareau, Kasler and McKay; Council <br />President O'Crrady and Law Director Dubelko. The committee discussed Ordinance <br />2003-75, an ordinance to grant a limited right-of--way easement to the City of Cleveland <br />Water Department to have access to the water meter vault for our new library. It is <br />required by the Cleveland Water Department to have such an easement for large parcels <br />of property. We will receive $1 for granting the easement. The committee recommended <br />approval, and the legislation will be passed under suspension of the rule. <br />6 <br />
