Council Minutes of 5/7/2003 <br />Marvin Stotz, 6657 Bretton Ridge Drive <br />> Recently called Service Department foreman Don Wilhelmy about the very long <br />grass north of Bretton Ridge Drive and south of I-480. The grass has been mowed, <br />and he appreciates it. <br />^ Today he attended a luncheon where the guest speaker was Jim Tressel, head coach <br />of the 2002 national champion Ohio State Buckeyes. He suggested Mr. Tressel's <br />methods and leadership approach could serve our city well. Mr. Tressel said <br />leadership is serving others. He does this by developing positive relationships with <br />the people with whom he works. Success is achieved by the ability to focus on what <br />is the expected outcome, why the expected outcome is important and how the job is <br />going to get done. Mr. Tressel said that victory is a team effort. Mr. Stotz expressed <br />his opinion that the contrast between the OSU football leadership team and the <br />Musial leadership team is very evident. <br />LEGISLATION <br />Ordinance No. 2003-36 introduced by Councilman Gareau was given its third reading. <br />An ordinance amending Section 1123.13 of the North Olmsted Zoning Code, entitled <br />"Finality of Board's Order," to permit the city to seek appellate review of determinations <br />made by the Board of Zoning Appeals. Councilman Gareau moved for adoption. The <br />motion was seconded by Councilman Nashar and passed unanimously. Ordinance <br />No. 2003-3b adopted. <br />Qrdinance No. 2003-52 introduced by Mayor Musial was given its third reading. An <br />ordinance providing for the issuance and sale of $1,375,000 of notes, in anticipation of <br />the issuance of bonds, to pay costs of improving certain designated streets in the city, in <br />cooperation with the Ohio Department of Transportation and otherwise, by grading, <br />draining, widening, replacing sections of pavement, preparing the surface, surfacing and <br />resurfacing, constructing and reconstructing sections of the pavement base, curbs, gutters, <br />catch basins, sidewalks and driveway approaches and installing traffic signs, signalization <br />and signalization systems, where necessary in each case together with the necessary <br />appurtenances and work incidental thereto, and declaring an emergency. Councilman <br />McKay moved for adoption. The motion was seconded by Councilman Gareau and <br />passed unanimously. Ordinance No. 2003-52 adopted. <br />Ordinance No. 2003-53 introduced by Mayor Musial was given its third reading. An <br />ordinance providing for the issuance and sale of $200,000 of notes, in anticipation of the <br />issuance of bonds, to pay costs of acquiring a fire pumper and other related fire apparatus <br />and equipment, and declaring an emergency. Councilman McKay moved for adoption. <br />The motion was seconded by Councilman Limpert and passed unanimously. Ordinance <br />No. 2003-53 adopted. <br />Ordinance No. 2003-54 introduced by Mayor Musial was given its third reading. An <br />ordinance providing for the issuance and sale of $120,000 of notes, in arnicipation of the <br />issuance of bonds, to pay costs of improving the municipal water distribution system by <br />relining and otherwise improving waterlines, together with the necessary appurtenances <br />14 <br /> <br />
