Council Minutes of 5/7/2003 <br />and work incidental thereto, and declaring an emergency. Councilman McKay moved for <br />adoption. The motion was seconded by Councilman Limpert and passed unanimously. <br />Ordinance No. 2003-54 adopted. <br />Ordinance No. 2003-55 introduced by Mayor Musial was given its third reading. An <br />ordinance providing for the issuance and sale of notes, in a maximum aggregate principal <br />amount of $500,000, in anticipation of the issuance of bonds, to pay costs of acquiring <br />and installing computers and related equipment and software for financial and <br />administrative systems management. Councilman McKay moved for adoption. The <br />motion was seconded by Councilman Limpert and passed unanimously. Ordinance <br />No. 2003-55 adopted. <br />Ordinance No. 2003-62 introduced by Mayor Musial was given its third reading. An <br />ordinance accepting a water main easement located on property owned by Capital Hill <br />Development Co. and designated as Permanent Pazcel No. 231-19-017 on the Cuyahoga <br />County Maps and Records, in connection with the water main supplying water service for <br />Rosewood Clusters, and declaring an emergency. Councilman Limpert moved for <br />adoption, and the motion was seconded by Councilman Nashaz. (Councilman Gazeau <br />explained he would be abstaining from a vote on this matter due to an attorney/client <br />relationship. He has not participated in any discussion, any deliberation or vote in <br />committee.) Roll call: Limpert, yes; Nashaz, yes; Miller, yes; McKay, yes; Kasler, yes; <br />Dailey, yes; Gazeau, abstain. The motion passed with six yeas and one abstention. <br />Ordinance No. 2003-62 adopted. <br />Resolution No. 2002-112 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Director of Public Safety to solicit bids for the purchase and <br />installation of new bleachers for the indoor pool azea at the Recreation Complex per <br />specifications an file in his office, and authorizing the Mayor to enter into a contract for <br />said purchase and installation subject to approval by the Board of Control, and declaring <br />an emergency. Councilman Gazeau moved for suspension of the rules requiring three <br />readings and committee review. (Although the legislation was heard in committee, it was <br />not reported out of committee.) The motion was seconded by Councilman Limpert and <br />passed unanimously. Councilman Gareau moved for adoption. The motion was <br />seconded by Councilman Limpert and passed unanimously. Resolution No. 2002-112 <br />adopted. <br />Ordinance No. 2003-43 introduced by Councilman Gazeau was given its second reading. <br />An ordinance creating new Sections 121.05 and 121.06 of the Administrative Code, <br />entitled, respectively "Formal Council Hearings" and "Contempt of Council" so as to <br />authorize the City Council to conduct formal heazings regarding matters within the pubic <br />health, safety and welfare, as well as to heaz complaints from citizens of the community <br />regazding the operations of the city government, and further to provide for penalties for <br />contempt of Council, as amended. <br />15 <br />
