Council Minutes of 5/7/2003 <br />has been received and will be discussed at a future meeting. The school board was <br />invited to prepare a proposal of their minimum and maximum needs and that also has <br />been received. <br />^ The WWTP and elimination of the position of Assistant Superintendent. Numerous <br />employees of the plant were in attendance. Discussion centered on whether the <br />position was being eliminated or no longer funded. Councilwoman Kasler and <br />various employees of the treatment plant expressed concern about not having this <br />position filled and encouraged all parties to keep it filled and not force anyone into <br />resigning or retiring. Council members questioned a reorganization at the WWTP <br />without Council's knowledge or approval. Per the Law Director, this type of action <br />must be presented to City Council prior to organizational changes. Further, the <br />elimination of one Class 4 employee was questioned by Council. The committee <br />agreed to work to fund the position and that Mr. Boehnlein, the Assistant <br />Superintendent, should be contacted and offered the opportunity to withdraw his <br />resignation. Mr. Boehnlein has since withdrawn his resignation. Also, Finance <br />Director Copfer provided data indicating that the appropriate funding is in place, as <br />was mentioned by the Mayor. <br />^ Ordinance 2003-43. The committee reviewed questions submitted by Mr. Jesse. <br />Numerous questions were directed to the Law Department. There were <br />recommendations on changes to some of the language. The Law Director responded <br />to questions from resident Jim Burns in regards to Ohio Revised Code 705.21. The <br />committee voted 2-0 to hold the issue in committee for review by the Law <br />Department with some changes under consideration. <br />^ The issue of a planning consultant was scheduled for that evening but was held for <br />review at a time when all Council members could be present. <br />Councilman Gareau, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The committee met on Apri129, 2003. Present were committee members <br />Gareau, Dailey and Limpert; Councilman Miller; Law Director Dubelko, Safety Director <br />Jesse, Recreation Commissioner DiSalvo. The following was discussed: <br />^ The status of outdoor tennis courts in the city. As of this date, there are no outdoor <br />tennis courts, but there are indoor facilities. There is no feasible location for any <br />future facilities at North Olmsted Park. It was discussed that most locations there <br />would expose any tennis court users from errant baseballs from the ball diamonds, <br />which has been a problem in the past. Mr. DiSalvo remarked that a more appropriate <br />location might be the Recreation Center where outdoor courts could be integrated into <br />the indoor court program, tournaments and leagues. However, there were no plans <br />for that type of a development at this time. Clague Park was also discussed as a <br />possible location for courts, but again that was not seen as a likely alternative. There <br />was also a discussion about whether or not land at Springvale could be used. Again, <br />that was not seen as a likely alternative at this point in time. The committee discussed <br />the possible cost associated with developing the outdoor tennis courts and heard <br />numbers ranging from approximately $250,000 for outdoor tennis courts at the Rec <br />Center to approximately $100,000 for park courts at the North Olmsted Park. That <br />averages out to about $50,000 per court if it was developed properly. Mr. Miller <br />8 <br />
