Council Minutes of 5/7/2003 <br />~. noted that there had been something on the order of 160 persons who signed petitions <br />requesting that Council address the outdoor tennis court situation. Mr. Miller spoke <br />on behalf of those residents, communicating that they have referred to him their belief <br />in their position that the current situation is not a good one for the community or the <br />tennis program. But they were sensitive to the economic situation faced by the city at <br />this time. It was noted that tennis courts are available at the high school where they <br />are open to the public provided there is no school program in session. They are in <br />good order, and they are open to the public. Mr. DiSalvo noted that there was some <br />discussion of the possibility of creating additional tennis courts up at the Rec Center <br />in the future in combination with a fitness facility or an overall upgrade of the <br />Recreation Center. Again, that was more theoretical and something for discussion in <br />the future. That segued into the issue of another item that the city does not own- <br />outdoor basketball courts. It was discussed that the city is proceeding with the <br />basketball court rehabilitation up at North Olmsted Park which will hopefully be <br />taken care of this year. It was pointed out that there is about $77,000 in the park fund <br />for capital improvements at North Olmsted Park. <br />2) The North Olmsted Recreation Commission met on May S at the Recreation Center. <br />There were several items on the agenda: <br />^ NZNet has been retained as a consultant to conduct a review of computer systems at <br />the Rec Center. This contract is one that will not exceed $2,000. The city hopes to <br />improve the computer network at the Rec Center in order to address on-going <br />computer and on-going security concerns. <br />^ A recreation security plan checklist has been created containing over SO items <br />regarding security matters at the Rec Center. This ranges from anything from ingress <br />and egress controls to ticket book risk management. A security consultant, Joe Rice <br />& Associates, has been retained. <br />^ The former site of the future tennis courts has been graded. The courts could not be <br />built as the soil would not support such a use. Final grading will take place soon with <br />seeding to follow so that the construction site can be cleaned up. <br />^ The Rec complex may be instituting a new policy similar to one at Westfield Mall <br />whereby they will confront incorrigible guests. These persons will be provided with a <br />card which lists the rules of the Rec Center. The date and time when they receive the <br />card will be noted, thus eliminating the possibility in the future of someone saying <br />they did not know the rules. If there is a future problem with the person, appropriate <br />discipline, including removal, will be implemented. <br />^ The ticket booth will now be staffed at 5:30 a.m. In the past, it was not staffed until <br />9 a.m. although the building was open and people could come and go. This move <br />obviously addresses two things: security, and the ability to capture lost revenue from <br />people coming in to use the facilities without paying for it. <br />^ Mr. Jesse advised that no bids were received for the park concessions. New bids will <br />be accepted this week. <br />^ The commission received a presentation from Mr. Iafelice, whose company is <br />responsible for the video games at the Recreation Center. The commission expressed <br />concern about lack of quality, lack of rotation of the selection for video games. The <br />9 <br />
