Among the various interesting discussions were topics involving TIPS,
tax incentive financing; the use of port authority revenue bonds. He learned that port
authorities could now operate statewide. An example is where Lucas County is helping
finance a project in Lorain County.
5) He issued a proclamation designating May 2003 as Motorcycle Awareness Month in
the City of North Olmsted. In response to concerns about motorcycle safety, Governor
Celeste first proclaimed May as Motorcycle Awareness Month is 1986. Since 1986,
motorcycle accidents have been reduced by 50%. Numerous communities have
designated streets within their borders as motorcycle awareness zones.
6) He, along with Directors Farver and Jesse and Chief Ruple, met with Great Northern
Mall officials to establish and continue a dialogue of cooperation regarding security plans
and response between the two entities.
7) The city's dispatch center will be visited by Westshore mayors to review hands-on the
operation of a dual fire/police dispatch system.
8) A computer specialist and a security specialist have been retained to prepare RFP's for
computerization and security installations at the recreation complex. Adjustments and
recommendations will be presented for review and approval to the Recreation
Commission, including implementation of the master plan and the needs of the North
Olmsted Pazk and the tennis courts. This year's ceYrtral playground camp supervisory
structure will include a camp supervisor, camp assistant supervisor and an arts and crafts
coordinator. The camp will offer more activities and involvement with the campers while
providing improved supervision and active input from the counselors. A112003 movies in
the park expenses have been covered through sponsorship.
9) At Springyvale, a new point-of--sale computer system has been installed and is operating
successfully. Springvale will hold an Easter brunch, which is very good and very
reasonably priced. Ballroom receipts are ahead of last year for the first quarter and aze on
target to meet the revenue goal for Springvale.
10) The city is considering granting a noise variance to allow night work for the Lorain
Road rehabilitation project this summer. This will expedite the project and minimize
congestion for motorists and adjacent businesses.
11) He has excused Service Director Creadon's absence this evening as this was her
second day back at work and she was very tired.
Councilman Nashar asked whether the subject of security cameras in the mall parking lot
had been discussed at the meeting with the mall representatives. This issue was
introduced before Council in 1995 or 1996, and perhaps it is a good time to address this
2
.u,, ~~..., _ .,_„.,,,~wa_ . ~ _
