Council Minutes of 4/15/2003 <br />Councilman McKay, chairperson of the Finance Committee: 1) The Finance Committee <br />met on Tuesday, Apri18. Present were committee members Kesler, Limpert and McKay; <br />Council members Gateau, Nashar, Miller; Law Director Dubelko, Finance Director <br />Copfer, Mayor Musial, Service Director Jesse. The following items were discussed: <br />Ordinance 2003-52, an ordinance providing for the issuance and sale of $1,375,000 of <br />notes in anticipation of the issuance of bonds to pay the cost of improving certain <br />designated streets in the city in cooperation with the Ohio Department of <br />Transportation and otherwise by grading, draining, widening, replacing sections of <br />pavement, preparing the surface, surfacing and resurfacing, constructing and <br />reconstructing sections of the pavements base, curbs, gutters, catch basins, sidewalks <br />and driveway approaches and installing traffic signs, signalization and signalization <br />systems where necessary and in each case together with the necessary appurtenances <br />and work incidental thereto. This note anticipation ordinance will be replaced by a <br />bond ordinance for the improvements at the Claque and Lorain intersections and <br />improving Lorain Road from the westerly corporation line to Canterbury Road and to <br />improve streets in various locations in the city. The interest rate is estimated to be 4% <br />or less. The committee recommended approval. <br />Ordinance 2003-53, an ordinance providing for the issuance and sale of $200,000 of <br />notes in anticipation of the issuance of bonds to pay the cost of acquiring a fire <br />pumper and other related fire apparatus and equipment. This is a note anticipation <br />ordinance which will be replaced by bonds. The committee recommended approval. <br />Ordinance 2003-54, an ordinance providing for the issuance and sale of $120,000 of <br />notes in anticipation of the issuance of bonds to pay the costs of improving the <br />municipal water distribution system by relining and otherwise improving water lines <br />together with the necessary appurtenances and work incidental thereto. This is a note <br />anticipation ordinance and will be replaced by bonds. This is for the water main <br />project that was south of Lorain Road off of Claque Road. The committee <br />recommended approval. <br />Ordinance 2003-55, an ordinance providing for the issuance and sale of notes in a <br />maximum aggregate principal amourn of $500,000 in anticipation of the issuance of <br />bonds to pay the costs of acquiring and installing computer and related equipment and <br />software for the f Hance and administrative systems management. This is a note <br />ordinance which will be replaced by bonds for a new computer system and the related <br />equipmenrt for the Finance Department. The present equipment is outdated and <br />repairs would be very expensive. The committee recommended approval. <br />Resolution 2003-60, a resolution authorizing the Mayor of the City of North Olmsted <br />to terminate the contract between the city and Carron Asphalt Paving, Inc., for the <br />construction of the new tennis courts at the North Olmsted Park. This contract is <br />being terminated due to the fact that the soil conditions for the new tennis courts were <br />not favorable, but Carron Inc. had completed $11,081 of work. The committee <br />recommended that Resolution 2003-60 be approved and that the Recreation <br />Committee explore the possibility of relocating the tennis courts. <br />Ordinance 2003-64, an ordinance authorizing the Mayor of the City of North Olmsted <br />to enter into a lease agreement with Deere Credit, Inc. in order to add to the city's <br />master lease schedule with Deere Credit Inc. for a certain 1999 John Deere 1145 <br />6 <br />
