<br />Ordinance No. 2003-44 introduced by Mayor Musial was given its second reading. An
<br />ordinance establishing within the Special Revenue Fund group a "Senior Center Hot
<br />Lunch Title III Program Fund" of the City of North Olmsted, and declaring an
<br />emergency, as amended.
<br />Ordinance No. 2003-45 introduced by Mayor Musial was given its second reading. An
<br />ordinance establishing within the Special Revenue Fund group a "Fire Department
<br />FEMA Program Fund" of the City of North Olmsted, and declaring an emergency, as
<br />amended.
<br />Resolution No. 2003-49 introduced by Mayor Musial was given its second reading. A
<br />resolution authorizing the Mayor of the City of North Olmsted to enter into an agreement
<br />with R. E. Warner & Associates, Inc., amending the current consulting engineer
<br />agreement between the city and R. E. Warner, in order to obtain design engineering
<br />services from R. E. Warner for the proposed repairs to South Canterbury Road, and
<br />declaring an emergency, as amended. Councilman McKay moved for suspension of the
<br />rule requiring three readings, and the motion was seconded by Councilman Limpert. Roll
<br />call: McKay, yes; Limpert, yes; Dailey, yes; Gareau, yes; Kesler, yes; Nashar, yes;
<br />Miller, yes, noting the legislation had been reviewed by committee. The motion passed
<br />unanimously. Councilman McKay moved for adoption, and the motion was seconded by
<br />Councilman Gareau. Roll call: McKay, yes; Gareau, yes; Kesler, yes, with comment.
<br />Although she is voting yes on this to get this project going, she does object to the
<br />additional charge for this company to perform designing engineering services for that
<br />road when it was her persistent request that they do this within the $7,000 a month they
<br />are already being paid to work for the city. Roll call continued: Limpert, yes; Dailey,
<br />yes; Miller, yes, with comment. It is his hope that perhaps this expense can be avoided
<br />with the imminent hiring of a city engineer. Roll call continued: Nashar, yes. The
<br />motion passed unanimously. Resolution No. 2003-49 adopted.
<br />Ordinance No. 2003-51 was introduced and placed on first reading by Mayor Musial. An
<br />ordinance to make and transfer appropriations for current expenses and other
<br />expenditures for the City of North Olmsted for the year ending December 31, 2003.
<br />Councilman McKay moved for suspension of the rules requiring three readings and
<br />committee review. The motion was seconded by Councilman Limpert and passed
<br />unanimously. Councilman McKay moved for adoption. The motion was seconded by
<br />Councilman Limpert and passed unanimously. Ordinance No. 2003-51 adopted.
<br />Ordinance No. 2003-52 was irnroduced and placed on first reading by Mayor Musial. An
<br />ordinance providing for the issuance and sale of $1,375,000 of notes, in anticipation of
<br />the issuance of bonds, to pay costs of improving certain designated streets in the city, in
<br />cooperation with the Ohio Departmern of Transportation and otherwise, by grading,
<br />draining, widening, replacing sections of pavemern, preparing the surface, surfacing and
<br />resurfacing, constructing and reconstructing sections of the pavement base, curbs, gutters,
<br />catch basins, sidewalks and driveway approaches and installing traffic signs, signalization
<br />and signalization systems, where necessary in each case together with the necessary
<br />appurtenances and work incidental thereto, and declaring an emergency. Finance
<br />Committee Chairperson McKay noted that he was in possession of the fiscal officer's
<br />certificate.
