Council Minutes of 4/1/2003 <br />;,,~,,, in writing. Agrees with Mr. Dial that it does need to be on the table and thinks that the <br />administration and Council have addressed the issue of putting it on the table. Mr. Dial <br />noted that flex time is not an issue. He is concerned about what is being paid in cash as <br />dramatized in this recent case. Mr. Gareau reiterated that nobody is being paid cash for <br />comp time. No employee is able to not take the time and convert it to cash. He agrees <br />that the amount of banked hours for all employees should be known. <br />Bob Whiting, Commander of VFW Post 7647. <br />Members of the VFW would like to thank the city for putting flags on Lorain Road. <br />One of the aims of the VFW is to foster true patriotism. Not many communities have <br />taken the effort to place flags along main streets such as North Olmsted did along <br />Lorain Road. They understand the burden and costs. Thank you. Mayor Musial said <br />the decision to put the flags out was Mary Creadon's. <br />LEGISLATION <br />Resolution No. 2003-37 introduced by Mayor Musial was given its third reading. A <br />resohion authorizing the Mayor to advertise for bids for catch basin, manhole, sidewalk, <br />curbing and pavement repairs at various locations in the City of North Olmsted as <br />detailed in the specifications on file, further authorizing the Mayor to enter into a contract <br />with the lowest and best bidder for said repairs, and declaring an emergency. <br />Councilman McKay moved for adoption. The motion was seconded by Councilman <br />Limpert and passed unanimously. Resolution No. 2403-37 adopted. <br />Resolution No. 2003-42 introduced by Mayor Musial was given its second reading. A <br />resolution authorizing the Mayor to advertise for bids for the award of a contract to <br />provide for the realignment of the water main on Northern Avenue, as detailed in the <br />specifications on file in the Engineering Department, and further authorizing the Mayor, <br />following approval of the Board of Comrol, if necessary, to contract for the same with the <br />lowest and best bidder, and declaring an emergency. Councilman McKay moved for <br />suspension of the rule requiring three readings. The motion was seconded by Councilman <br />Nashar and passed unanimously. Councilman Nashar moved for adoption, and the <br />motion was seconded by Councilman McKay. Roll call: Nashar, yes; McKay, yes; <br />Gareau, yes; Dailey, yes; Kasler, yes; Limpert, yes; Miller, yes, with thanks to the <br />resident who brought this issue to Council's attention this evening. The motion passed <br />unanimously. Resolution No. 2003-42 adopted. <br />Ordinance No. 2003-43 introduced by Councilman Gareau was given its second reading. <br />An ordinance creating new Sections 121.05 and 121.06 of the Administrative Code, <br />entitled, respectively, "Formal Council Hearings" and "Contempt of Council," so as to <br />authorize the City Council to conduct formal hearings regarding matters within the Public <br />Health, Safety and Welfare, as well as to hear complains from citizens of the community <br />regarding the operations of the city government, and further to provide for penalties for <br />contempt of Council, and declaring an emergency. <br /> <br />10 <br />i_ <br />
