Mayor Musial said he would look into whether the <br />monies that are left will take care of another pass through the streets. <br />Don Pangrac, 23470 Sharon Drive <br />^ Expressed thanks for Resolution 2003-59 in support of the troops in Iraq. <br />^ Suggested that whoever is responsible for marketing Springvale contact the schools <br />as the school's annual foundation golf outing is gong to be held at Columbia Hills <br />Country Ciub. He feels the schools should be supporting Springvale as residents pay <br />salaries of school employees and the Council supported their recent levy. They are <br />taking the money out of the city and spending it someplace else. He is offended by <br />that. Finance Director Copfer noted that the school foundation golf outing has been <br />at Columbia Hills for at least five years. She doesn't disagree with Mr. Pangrac, but <br />is noting that it is not lost business but is potential future business. Councilman <br />Dailey suggested the Chamber of Commerce should be contacted as their golf outing <br />is held at Dorland Golf Course. <br />Law Director Dubelko said he wanted to respond to Mr. Dial's comments. He doesn't <br />want to sit silently and have there be a suggestion that somehow either himself, Mrs. <br />Copfer or Mrs. Farver has a vested interest in preserving the existing comp time system. <br />Their concerns about changing it and dealing with it legislatively have nothing to do with <br />a vested interest. He doesn't have any comp time, nor does Mrs. Copfer. He knows Mrs. <br />Farver too well to know that would be a concern for her. As an administrative point, they <br />started the issue back in July or August of 2002. They are interested in having a better <br />system, making the government better. Anything they are doing is not motivated by a <br />vested inrterest. He doesn't know where Mr. Dial is getting his information, but his <br />immediate subordinate has only 14 hours of accumulated comp time. Mrs. Copfer said <br />she does know where that comes from either. Mr. Dial said that there was a rumor, in the <br />Law Director's case, that without being able to give some of his key people substantial <br />amounts of comp time, he cannot give them competitive pay. Mr. Dubelko said he <br />wished to quell that rumor. Mr. O'Malley was more than happy to come to work for the <br />Law Department. He works hard. He gets comp time only if he works evening meetings. <br />He expects him to be there 40 hours during the week. He accumulates very small <br />amounts of comp time and uses them within a relatively short period of time. There is no <br />provision for him cashing out any of the comp time, and they look at it very carefully. <br />He currently has 14 hours Mr. Dial asked if it was true that people are accumulating <br />comp time at time and a half and Mrs. Copfer's people are doing it only at straight time. <br />Mr. Dubeiko said it was untrue. Mr. Dial reiterated his belief that it should all be put out <br />on the table and have everybody say exactly what they're doing. Mr. Dubelko said that is <br />why he wanted to address it. Mr. Dailey said he believes what is being discussed is more <br />flex time rather than comp time. Mr. O'Malley is not being paid anything above and <br />beyond his regular salary just adjusting hours accordingly. Mr. Miller said he agrees, <br />because of rumors that are out there and for the sake of good government, issues need to <br />be laid out and openly discussed and resolved. Mayor Musial was he wanted there to be <br />a clear understanding that none of the elected officials get any comp time. Mrs. Copfer <br />agreed with Mr. Dubelko's comments that the administration started talking about comp <br />time back last summer. It was addressed several times in past years, and they tried to <br />understand all the different ways that people were doing it. That's why the administration <br />did make an effort and tried to document a policy that evaluates all of it and puts it down <br />9 <br /> <br />
