Council Minutes of 4/1/2003
which limits where big box stores (over 100,000 square feet) can be constructed.
~,,,~ After the court trial, we employed a planner to help us with setting up the mixed use
district. We spent time and money to set up this zoning. He does not believe it would
be proper for City Council or the Planning Commission to put that all aside and give
the developer whatever he wants. Councilman Dailey noted that two residents had
brought up the issue of the amount of trash and debris (including blue Wal-Mart bags)
on Parcel E. The developer should be contacted to clean up the property.
Councilman Miller said he had contacted the county Community Service van
supervisor and asked him to look into whether they can help clean up that pazcel.
Councilman McKay said he has asked Wal-Mart to have one of their employees
police their azea every morning to prevent papers, plastic bags and other debris from
being blown azound the neighborhood.
Chazles Dial, 27959 Gardenia
^ As an FYI, he understands an issue has arisen over at the Rec Center involving ice
time rental by a skating club that has been a fixture of the city for many yeazs.
Appazently, their boazd of directors made a mistake and didn't pay the rent. This
could turn into a lazge and unnecessary flap. Perhaps a short grace period could be
allowed for them to untangle the mess rather than turning it into something involving
a lot of i11 will on all sides.
• He will forego asking specific questions of key people regarding comp time. What is
necessary in this issue is that various key people involved in comp time should lay
out on the table the comp time authorized for themselves or accrued for themselves
and key subordinates. Apparently, Mrs. Copfer's assistant has been accruing comp
time on a different basis than Mr. Dubelko's. Should get this out on the table and get
some clear, honest answers. Council is capable of making the right decisions and
getting right legislation in place. It should be put on the table as to who is doing what
and who has a vested interest in making what kind of recommendation to keep the
status quo going.
Patricia Deis, 26893 Sweetbriaz
^ When going through the neighborhood neaz Pazcel E with the recall team, that vacant
parcel was the main topic of conversation for residents on Mitchell Drive. Several
people took her into their backyazds to see the condition of the parcel-overgrown
lot, wild animals, trash in backyard. It is an extremely bad situation, and she
promised to mention it at the Council meeting. Something needs to be done-hold
the developer's feet to fire, the Service Dept. should pay attention to it, and
businesses that surround that azea have an obligation to keep residents' homes free
from heath hazards.
Councilman Miller asked the Mayor the status of the leaf pick-up, and Mayor Musial said
the last pass through the city should have been completed. If there aze streets that haven't
received this, let him know. Mr. Miller said he understands that Three-Z is accustomed
to picking up a certain number of cubic yards of leaves and that they are significantly
below that this year. Many residents finally put them in their trash barrels, and it was
;~ taken away by BFI. If that is the case, would it be appropriate to announce to city
residents a final pass? In that way, residents who still have leaves in their yard and got
hit by early snow can still benefit from the service that the taxpayers have paid for.
