Council Minutes of 4/1/2003 <br />~,, Councilman Miller, chairperson of the Intra-Governmental Relations and Legislation; <br />Long-Range Planning Committee: 1) The committee was scheduled to meet on March <br />25 to discuss Ordinance 2003-43. However, because of the illness of Mr. Gareau and the <br />necessity for him to be present to explain the rather involved ordinance, it was decided to <br />ask Council members or members of the administration to provide any questions that <br />they have about the ordinance to him. The discussion will go forward at the next <br />committee meeting. <br />AUDIENCE PARTICIPATION <br />Members of Boy Scout Troop 332 came forward to introduce themselves: Tyler Musial, <br />Colin Bigiey, Joseph Kalt, T. J. Rodreiguez, Eric Moizuk, Nick Doyle, Zenon Evans, <br />Paul Moizuk, John Jecker, Shaun Moizuk, R. J. Hetrnan. (Leaders introduced earlier <br />were Scout Master Layne Moizuk, Treasurer Tom Jecker, former Scout Master Wayne <br />Palascak, Assistant Scout Master John Hetman.) <br />Art Stone, 5634 Canterbury, representing VFW Post 7647, introduced Bob Whiting, <br />Commander; Jim Barrett; Walter Novak. For five years, members of the post have been <br />complaining about the flag at Butternut Ridge Cemetery not being lit at night. He is <br />happy to say through the efforts of the Mayor and Service Duector the flag is now fully <br />lit at night. The veterans thank all. The VFW will hold their annual Memorial Day <br />parade on May 26. <br />Dennis Lambert, 25057 Carey Lane <br />• Regarding bicycle issue, bicycling is as diversified as walking. To pass a law to fit <br />everybody's needs is going to be very difficult. He urges caution. Mrs. Kasler noted <br />that the issue has been narrowed down to addressing the ability to ride in the street, <br />not outlawing riding on the sidewalk. The issue will be addressed very specifically <br />with regard to age and which streets are appropriate for certain age groups. <br />^ He is glad to hear Mrs. Creadon is coming back to work and is getting better, but he is <br />concerned that she has changed her mind so often on how much is owed to her since <br />the watchdogs of the city have begun watching how the money is spent. When she <br />returns, he hopes the Mayor has a good handle on what she is doing and helps her get <br />through the day without having too much extra time spent. <br />^ With regard to Parcel E, he noted a similar case where the City of Mayfield Hts. was <br />sued by a developer regarding a vacant parcel of land. The city lost to the developer, <br />and it may end up in receivership if they have to pay the debt for the loss of use of <br />land that particular developer has incurred. He urged caution, as he believes the city <br />should represent the residents and the needs of the community, but also has to <br />represent the overall community and its best interest. Law Director Dubelko noted <br />he has followed the Mayfield Hts. case closely, and from a municipal government <br />point of view it is not a good result. However, North Olmsted has acted responsibly. <br />After our court case, City Council authorized the Mayor to hire a city planner. We <br />went through about a six month process last year to rezone Parcel E to a mixed use <br />classification, which was something that was even more developer friendly than what <br />the court had ordered us to do. We do not have the bad facts as Mayfield Hts. <br />Councilman McKay noted that the city (City Council and Planning Commission) <br />went through a lot of time and effort on this issue.
