Council Minutes of 4/1/2003 <br />4) The federal appropriations bill which was recently passed will provide the city with <br />$400,000 to be utilized for Crocker/Steams Road. The city may still be in contention for <br />more funds because every four/five years Congress sets up a committee which determines <br />the needs of various transportation projects throughout the nation. Any money we could <br />receive from this source would be appreciated. <br />5) On March 28, the ground breaking ceremony for the new library was held. We will be <br />constructing a facility which will be easily one of the most progressive libraries in the <br />Cuyahoga Courny Public Library system. There are many dedicated individuals who <br />have worked hard and long for the library project, and they are thanked on behalf of all <br />the residents of North Olmsted. Thank you especially to the co-chairs of the successful <br />levy issue, Duane Limpert and Jacque Templeton, George Daily of H. R. Gray Company, <br />Law Director Jim Dubelko, Service Director Mary Creadon <br />Councilman Nashar and the Mayor discussed a vacant home on Chadbourne, the <br />maintenance of which has become a concern of neighbors. Councilman Nashar noted the <br />neighbors are concerned about the maintenance of the property and leaves and other <br />debris on the lawn. Mayor Musial noted that the exterior of the house is not in bad shape <br />but believed a problem existed with debris behind the shed. A letter will be sent to the <br />homeowner. Councilman Gareau suggested the Law Department check to see if the <br />property is in foreclosure. If the mortgage holder has taken possession, they could be <br />contacted to take care of the problems on the site. <br />Councilwoman Kasler questioned the Mayor/Acting Service Director on two issues: <br />^ Has there been any progress in the interviewing process for a City Engineer? Mayor <br />Musial said he had hired a City Engineer but declined to name the person until all of <br />the applicants had been contacted. <br />^ Has there been any progress in response to her question concerning the reorganization <br />at the WWTP and the Class 4 position at the plant? The Mayor had agreed to respond <br />within three weeks. Mayor Musial said he preferred to wait until Service Director <br />Creadon returned from medical leave so she could attend to that issue. He does not <br />see a problem with allowing an employee to be in charge of the facility while <br />applying for the Class 4 license. The EPA did allow this to happen once before. Mrs. <br />Kasler feels there is a concern with such a scenario as the person needs to go through <br />a testing/approval process which could take 1 1/2 to 2 years to be completed. <br />Councilman Miller questioned the Mayor on two issues: <br />^ Has there been any progress on his request for the list of Step 3 grievances and <br />arbitrations which he requested two weeks ago? Mayor Musial asked Personnel <br />Director Farver to respond, and she said she would prepare the list. <br />^ Has any progress been made on his request for an explanation of the Service <br />Director's comp time submitted in relationship to the homicide? Mayor Musial <br />answered that there was no comp time associated with the homicide item. Mrs. <br />Creadon had put that down as a point of interest. Councilman Miller and Mayor <br />Musial had different opinions as to whether this incident had been originally <br />submitted for comp time by the Service Director. <br />2 <br />
